An Evidence-based Analysis Betweee R&D Imputs And Economic Growth Of Shaanxi Province

For a long time, there are important economic and political targets for all coun tires ofthe world. It is the economic growth. There is a primary factor for economic growth; it isscience and technology development. While the R&D input is the mate rial base and premiseof the progress of science and technology, is a necessary condi tion for the progress ofscience and technoIogy.Each region focuses on the increase in research and development(R&D) investment in order to promote the technology level of local area. Under thisbackground, there has provided the basic national policy of "rejuvenating the country throughscience and education" in china. There also has pro posed the construction of "westernprovince" and "innovative Shaanxi1’ economic development strategy in Shaanxi Province.The research object which bases on the R&D input and economic growth of Shaanxiapplies theoretical analysis combined with empirical analysis, qualitative and quantitativeanalysis, data analysis and chart analysis method and discusses the relation ship betweenR&D investment and economic growth in Shaanxi.The paper analyzes the status of R&D input,economic growth of Shaanxi, and also compares the R&D input of funds, investment intensity,and investment structure with other ax eas in China.On this basis，using T’s correlationdegree analysis method, according to the statistical data of Shaanxi Province during2000-2011，calculates the degree of association between R&D investment and economicgrowth in Shaanxi.Through the empirical analysis, we get a conclusion that: there is an activerelationship between R&D expenses which include the staff expense, with the economicgrowth of Shaanxi province. Compare with the R&D expense and the staff expense, R&Dexpenses is a more important to the economic growth of Shaanxi province.The mostcontribution to the economic growth of Shaanxi province is application R&D expenses, andthen is test development expenses, last is fundamental research.In the R&D activities of thethree major executive departments, the most contribution to the economic growth of Shaanxiprovince first is an institution of higher learning R&D funds expenditure, then is scientificresearch institutions, last is the medium-sized industrial enter prises.According to theempirical analysis which is combining the current situation of R&D investment economicgrowth of Shaanxi province and the current problems, pro vide the advice which is including to retain, introduction and cultivation of talents; expand investment scale R&D funds, adjustthe R&D expenditure structure, optimize the allocation of funds; enterprise technologyinnovation ability; maintain the stability and continuity policy of science and technology,create a good science and technology policy environment, enhance research cooperation, andpromote technology transfer.
