With the rapid progress of electronic information technology, software service outsourcing industry, as a typical knowledge-intensive industry, which is an important development trend of software industry and service trade, has received worldwide attention. Due to the rich human resources and low labor cost, China has been one of the major countries for attracting the offshore software service outsourcing business. China has been the largest software service outsourcing recipient country for Japan at the present time. Nevertheless, the contracting ratio is still very low, thus, it has great developmental potential. However, the talent quantity for software service outsourcing to Japan is short, and the quality and structure do not meet the industrial demands, coupled with the high turnover rate of the industry talent, all of which have limited its sustainable development currently. Therefore, investigation on the human resources of software service outsourcing to Japan has been the necessary approach to improve its overall competitive advantage.In this thesis, the literature analysis method and combination of qualitative and quantitative research have been used. First of all, the peculiarity of human resources and talent characteristics of software service outsourcing industry to Japan have been analyzed, which provides premise for the recruitment and training of talents. Then, based on the analysis and prediction of human resources supply and demand, the problems in quantity, quality, structure and mobility of its human resources have been found out, which provides strategy research base for human resources development. Finally, in conjunction with the current situation of human resources management for software service outsourcing industry to Japan, the development strategy on talent recruitment, talent training and talent flow of the industry has been put forward, so as to provide some reference for colleges, training organization and the industry of software service outsourcing industry to Japan in talent training and development.
