The first thing of training planning is the scientific and reasonable assessment of training requirements of staff. The excellent and efficiency training system can be designed as long as the requirements of strategy, business and staff are united together. The present problems in the training system of middle management in TM Company were analyzed thoroughly using the means of competency in the vision of development of human resources on the basis of the practical conditions and enterprise features of the Company. The study discussed in detail the ways of improvement in requirements, projects, implements and evaluations of training and completed the reconstitution of the training system of the Company’s middle management.The relevant theory and tool of competency were applied extensively in this investigation. Competency, also named as ability&quality, is a synthesized series of behavior characteristics which drive staff to make excellent performance in management. That is to say, it is a group of personal characteristics of knowledge, skills, occupation accomplishments, self-recognitions, individual traits to be shown by staff through different ways. The training system based on competency could discover the shortage of staff, aim the training, cultivate the staff’s core competence, stimulate and strengthen the advantage and potential of staff, and store the human resources with core competence for enterprise.
