Small and medium-sized enterprises have strong relationship with national economy and people’s livelihood, which is the basis of the regional economy and the foundation of national economy. Compared with large enterprises, small and medium-sized enterprise has its innate advantages, while also has the burden of the disadvantages and weaknesses, but overall the disadvantages surpasses advantages, which urgently needs the government to guide society to perfect the public service system and construction. Especially in a post-financial crisis era that market downturn and trade deficit, the macroeconomic situation remains poor and the harm done by the financial crisis is spreading all over again, small and medium-sized enterprise survival and development is facing a severe test. As the government and its departments, supporting the development of small and medium-sized enterprises is not only a economic problem, but a political problem, not only the economic structure, but social livelihood of the people, not only a pressing problem, but a strategy in the long run.
