In nearly a decade, the communications industry system reform and communication technology has changed a lot, causing the earth-shaking changes of the whole industry chain. Original state monopoly business department of communications construction, the design, material supply and other so-called "tertiary industry" enterprises must be in the market-oriented management way, its internal management mechanism must also adapt to the change of external environment. Especially the state-owned communication construction enterprise competition threshold is low, and the quantity, low quality of employees, difficulty is greater.In China communications services co., LTD., the MM company as an example, from the perspective of psychological contract of state-owned communication construction enterprise employee relationship management research, the paper to analyze the problems of there being many older workers gradually becoming a new employee turnover, the burden of enterprises, market-oriented talent such as less and suggest that strengthen the management of psychological contract consciousness, construction of psychological contract and dynamic management mechanism, improve the employment structure, and establish people-oriented corporate culture to improve employee satisfaction, build open, fair, impartial and harmonious employment environment, resulting in the common development of employees and enterprises.
