Since the introduction of the reform and opening-up,China has imported Property Management. Over the past30years, the lever of property management companies’ service has improved substantially. However, the lever of business management, especially strategic management, is still low. Due to the warp in the cognition, the lack of scientific theory and methods, the unsound company system, and low general quality of staffs, companies cannot find position in market place and direction of development.Performance Excellence Model is accepted by celebrated companies as one of the most effective weapons to improve the core completion power, get stratagem of continuous development, and offer resentful methods to companies to acquire outstanding business performance. After National Management Award established in2011, many province and cities set up Mayor Quality Prize and District Mayor Quality Prize. The promotions of these prizes provide companies advanced management theories and business methods.According to the standard of Performance Excellence Evaluation, this thesis using Marco-environment analysis (PEST), Industrial Environment Analysis (Michael Porter’s Five Forces), Resource and Capability Analysis, Domestic and Foreign Environmental Analysis, and Comprehensive Strategic Factor Analysis Method (SWOT), confirms the overall strategic plan as the final target.On the basis of Performance Excellence Balance Score Card, the thesis establishes pivotal performance index evolution system to plot out the strategy. Meanwhile, the thesis applies this method to improve balance score card to promote the combination of companies’performance management and performance excellence management, and then reaches the final goals.At the same time, based on the research of the strategy of CPM property company as a case, collected and cited a lot of data, data and charts, using the above theory and method, the specific operation method of strategic research way of implementing method and strategy, the customer oriented, through the property management service integration mode of propulsion, the formation of the company’s core competitiveness, to achieve the overall strategic target group and shareholders interests demand, the formation of the "1312" product positioning, competitive regional location, the key strategic objectives. In order to realize the strategic target, the CPM property company established brand, efficiency, strategic transformation of subject, at the same time, the matching strategy subject model respectively in the financial, operational, market three core areas, including financial management and control model of adjustment, operation line control mode implementation, innovative marketing mode and customer relationship management system. Provides reference value for the property Service Corporation to implement strategic management.
