Industrial transfer is an important phenomenon of economic globalization, scholars analyzed it from various angles such as industrial transfer concept, industrial transfer agent, the industrial transfer effect on it, more is given priority to with static research, from the perspective of dynamic study of the mechanism of industry transfer is seldom involved.In this paper, on the basis of the related literature at home and abroad research, from the influence factors for industrial relocation of production factor endowments, location conditions and the government’s policy to study the factors influencing the industrial transfer of power, in China’s western provinces in China border has abundant natural resources, the advantages of the international market "bridgehead"--Yunnan province as an example, using the factor analysis of principal component analysis method and the message of questionnaire conveyed to find out the main industry in shifting power factor. And on the basis of the static analysis, using the method of system dynamics, from the micro perspective of business migration, model a system dynamics of the industry transfer. Firstly, observation of various influencing factors of industrial transfer each period and the changing state of the number of enterprise, the second-rate, infrastructure investment from the government decision-making point to adjust points, number of observations into enterprise, the industry transfer simulation analysis of the system.The results showed that:(1) at the beginning of the industrial transfer, natural resources, the market supply, the government’s investment promotion and capital introduction policy can effectively attract enterprises, but as the number increases gradually, natural resources, market supply is falling, is not the international development trend, this is not only conducive to the sustainable development for a long time, but will also face the serious problems of environmental pollution. In mid and late (2) in the industrial transfer, if not ease transportation costs because companies bring into the land,, will seriously affect the development of enterprise clusters, but if when the infrastructure investment is far greater than companies moved costs, increase the number of not so much as you think. So it is not into the more the better, but in a less crowded cost under the premise of as much as possible to the enterprise to build a good move to environment.Finally come to the conclusion that in order to actively undertake industrial transfer, Yunnan needs to improve the location conditions, personnel training, the aggregation functions of capital, technology, strengthen infrastructure construction, fully prepared for the long-term sustainable development.
