The Research On Adjustment Of Industrial Structure And Change In The Mode Of Economic Development Of Huaihe River Basin In The Constraints Of Resources And Environment

Since2008, the international financial crisis and worldwide scarcity of resources and the environment has been getting worse, which makes the countries of the world come to realize that there are several problems in their developmental model. Change in the mode of economic development has become a worldwide topic. Both developed and developing countries are actively seeking to change in the mode of economic development. For China, since the founding of our country, the way of economic development is mainly the extensive mode, the characteristics of which is low technology content, low energy efficiency, large pollution emissions of heavy industries, low gross economy benefits of tertiary industry.Therefore, China’s rapid economic growth is paying a high environmental cost, change in the mode of economic development is an important issue that must be solved in various regions currently. China has to explore sustainable development a sustainable development path that is resource-saving and environment-friendly.From the point of the key issue of change in the mode of economic development, the paper studies Huaihe River Basin’s change in the mode of economic development from the perspective of industrial restructuring under the constraints of scarcity of resources and the environment in the current.Based on the understanding of the mode of economic development, the paper analyzes the theoretical relationship among resource and environmental constraints, industrial restructuring, change in the mode of economic development, and then establishes a theoretical model to link the relationship among the three.Firstly, starting with the understanding of current status of resources, environmental elements and industrial structure of Huaihe River Basin, experiential analysis of Huaihe River Basin’s change in the mode of economic development under the constraints of scarcity of resources and the environment is made by using Huaihe River Basin’s panel data of38cities and non-parametric evaluation methods-Malmquist index methods.The results showed the average annual contribution rate of TFP to overall economic growth of Huaihe River Basin reached28.92%, less than30%, which indicated that the way of economic development of Huaihe River Basin is mainly the extensive mode and the changing would be extremely urgent. Through the measures to change in the mode of economic development of38cities in Huaihe River Basin, it was found that there were big differences in change in the mode of economic development among38cities of4provinces in Huaihe River Basin. Jiangsu Province showed a high degree of change in the basin. The degree of change in the mode of economic development was low in cities of Anhui Pronvince. The degree of change in cities of Shandong Pronvince ranked only second to Jiangsu Province, but cities of Shandong Pronvince didn’t have good levels development as cities of Jiangsu Province. Cities in Huaihe River Basin of Shandong Pronvince were mostly semi-intensive development and intensive development.They were in good condition overall but there was no city with highly intensive change in the mode of economic development. Cities’s change in the mode of economic development in Huaihe River Basin of Henandong Pronvince also showed significant fluctuations, serious polarization appeared.Secondly, On the basis of spatial panel error model, the paper analyzed spatio-temporal effects on industrial structure adjustment to change in the mode of economic development in the Huaihe River Basin. The main research results include following aspects:Primary and secondary industrial structure adjustment significantly affected change in the mode of economic development in Huaihe River Basin.Primary and secondary industrial structure change of different regions related positively to change in the mode of economic development of adjacent areas, that is, with the rising growth rate of primary and secondary industrial structure, change in the mode of economic development was significant.The importance of the third industrial structure adjustment to change in the mode of economic development in Huaihe River Basin ranked only second to primary and secondary industrial structure adjustment, which also had positive spatial spillover effect, that is, the third industrial structure change of a region had notable spatial effect on change in the mode of economic development of adjacent areas. Primary and secondary industrial structure adjustment had little spatial effect on change in the mode of economic development of Huaihe River Basin.The structure of the workforce in tertiary industry had a negative spatial effect on change in the mode of economic development of Huaihe River Basin.At last, On the basis of research on the situation of change in the mode of economic development and industrial structure adjustment to change in the mode of economic development of different cities and Huaihe River Basin as a whole, some policy suggestions are put forward to adjust Huaihe River Basin’s industrial structure from the perspective of the overall structure of the three industries and industrial layout.Firstly, from the point of the structure of the three industries, Primary industry need to develop green ecological agriculture, establish modern agriculture system and realize large-scale agricultural operations. Secondary industry adjustment should promote transformation and upgrading of traditional industries and encourage the growth of strategic newly arisen industries. Tertiary industry adjustment should promote informatization and modernization.Secondly, the adjustment means of industrial spatial layout optimization in Huaihe River Basin include the following aspects:High gradient regions should focus on the development of advanced manufacturing, modern service industry and strategic newly arisen industries.On the one hand, the gradient regions can take resource advantage of their positions to build local characteristic coal resource development industry, machinery manufacturing, agricultural processing industry, tourism, etc.On the other hand, they should make use of convenient transportation advantages to be a transport hub station and goods transportation center. Low gradient regions should develop labor-intensive industries and give priority to the development of life-type services.
