Huaihe River Economic Belt Economy Research On Statistics Of High Quality Development

Huaihe River Economic Belt is a national strategy.In November 2018,the State Council approved the "Huaihe River Ecological Economic Belt Development Plan"(Here in the after referred to as the "Plan");The Plan clearly points out that the Huaihe River eco-economic belt takes the Huaihe River main stream,the first tributary and the downstream Yishusi Surabaya system as the planning scope.It is the action program and important basis to guide the economic development of Huaihe River.And under the background of China's economy is changing from high-speed growth stage to high-quality development stage,high-quality development road has become the only way for the development of Huaihe River ecological economic belt.Based on this,this paper,on the basis of absorbing and drawing on the existing research results,taking the economy,society and ecology into account.Finally,five first-class indicators(economic development,social progress,open innovation,ecological friendliness and people's life)and 17 second-class indicators are selected to establish the indicator evaluation system to measure the high-quality economic development level of 25 prefecture-level cities in the Huaihe River Economic Belt And to make a detailed analysis of the quality of economic development in the eastern,central,western regions and the northern regions of the Economic Belt.Then,based on the comprehensive scores of high-quality economic development in the 25 cities,spatial econometric analysis is made on its influencing factors.Finally,according to the results of empirical analysis,targeted policy suggestions are put forward in order to improve the green economic efficiency of the Huaihe River eco-economic belt,promote industrial transformation and upgrading of the Huaihe River economic belt,and finally promote the high-quality economic development of the Huaihe River eco-economic belt.The main research conclusions of this article are as follows:According to the comprehensive evaluation of the economic development level of the Huaihe Ecological Economic Belt,the comprehensive scores of the high-quality economic development of 25 cities in the Huaihe Ecological Economic Belt from 2005 to 2018 have increased year by year,and the fluctuations are Basically consistent with each others;The differences in the level of high-quality economic development among the four provinces in the Huaihe Ecological Economic Belt are obvious.Specifically,the comprehensive scores of high-quality economicdevelopment of Jiangsu Province,Shandong Province,Anhui Province,and Henan Province are decreases in sequence;In addition,there are differences in the level of high-quality economic development among cities in the province;from the comprehensive score ranking,it can be seen that the comprehensive ranking of each city is relatively stable.Yangzhou's comprehensive score almost ranks first every year,and Xuzhou almost ranks second in every year.From the provincial level,there is also a gap in the ranking of cities in the same province.The test and analysis of the spatial effect of the economic development level of the Huaihe Ecological Economic Belt shows that There is spatial positive autocorrelation in the high quality development level of Huaihe River eco economic belt,That is to say,the cities with high scores of high-quality economic development tend to aggregate with each other,and the cities with low scores of high-quality development tend to aggregate with each other;From the local spatial autocorrelation analysis in the spatial effect test,we can get the specific spatial agglomeration of each province.According to the scatter plot of Moran's I index(Figure 3-1-Figure 3-4)and the distribution of 25 cities in the Huaihe Economic Belt in 2005,2010,2015 and2018 in the quadrants of the scatter plot.It is showed that there are 15 positively related cities in 2005,including 9 in H-H quadrant and 6 in L-L quadrant;There are20 cities with positive spatial correlation,including 10 cities in H-H quadrant and 10 cities in L-L quadrant in 2010;In 2015,there are 21 cities with positive correlation,10 in H-H quadrant and 11 in L-L quadrant;in 2018,there were 19 cities with positive spatial correlation.From the spatial econometric analysis of the high-quality development level of Huaihe River eco economic belt,it is found that there is a positive spatial dependence of the high-quality development level of Huaihe River eco economic belt,This is consistent with the results of the spatial effect test in Chapter 3.In the process of promoting high-quality economic development,there are still some problems including the influence of industrial structure,foreign trade dependence and the proportion of foreign investment.R & D investment has passed the 5% significance level test,and the influence coefficient is 0.2114,which shows that R & D investment is one of the important factors to promote the high-quality development of Huaihe River eco economic belt.
