Investigation Of Hebei Province Regional Technologicai Innovation With Constraints Of Resources And Environment

With the rapid development of science and economy since the twentieth century, man's capability to control the nature has been greatly improved. In the progress of material civilization, man has made much negative effect on ecology. The huge demand and large scale exploitation of natural resources have resulted in weakening, deterioration and exhaustion of resource base, some important minerals can hardly meet the developmental demand of national economy, the"bottleneck"of resources becomes increasingly pressing;Meanwhile, the pollution generated in the production is destroying the ecosystem.On the other hand, technologies in information, biology, new material, new energy and palingenetic energy, advanced manufacture, sea developing as well as environmental protection, provide effective access to technologies for harmonious development between economic society and resource environment. So, the inevitable choice for a sustainable regional economic development is to establish and implement a scientific developmental view, change the present economic growth from traditional extensive pattern to modern intensive pattern, promote regional technological innovation.Using theories and methods concerns on regional economics,technological economics,environmental economics,and sustainable development economics,with reference to the research results home and abroad, the thesis constructs a evaluation system for regional technological innovation plus the current situation of Hebei province. On the base of Cobb-Douglas function, introducing into two constraint variable, the thesis constructs a evaluation model and evaluation method for regional technological innovation constrained by resources and environment, adopting least squares method and EViews5.0, the thesis appraise quantitatively the ability of regional technological innovation constrained by resources and environment of Hebei province. Based on the foregoing works, we bring forward some strategic measures about regional technological innovation on breaking through constrains by resources and environment of Hebei province.
