Statistical Research On The Green Economic Efficiency Of Huaihe Eco Economic Zone

The construction of Huaihe eco-economic zone has been included in the plan of "13th Five-Year" in China.The region has significant advantages and great potential for development.It is very important to adhere to the concept of green development,realize the coordinated development of economic and social development and ecological environment protection and organic unity,and play an important role in promoting the sustainable development of the economy and society in this zone.Eco economic development is the integration of economic and social benefits and ecological environmental benefits,and the improvement of green economic efficiency is an important way to achieve eco economic development.Insisting on resource saving,reducing ecological cost and improving green economic efficiency should become an inevitable choice for the construction of Huaihe eco-economic zone.The domestic and foreign scholars have formed a variety of calculation methods in measure economic efficiency.On the basis of the relevant research results,this paper takes the industrial three wastes as the emphasis,and considers the environmental pollution as undesired output into the calculation of economic efficiency.First,make a comprehensive index that reflects the impact of environmental pollution on the economic efficiency of Huaihe eco economic zone,according to the characteristics of the DEA model,the super CCR model and the super DEA-SBM model with unexpected output are selected to measure the traditional economic efficiency and green economic efficiency of the Huaihe eco economic zone,and analysis the trend of GEE,spatial difference,convergence and spatial correlation.Secondly,the influence factors of the green economic efficiency of Huaihe eco economic zone are quantitatively analyzed with the space panel model,and reveal the influence of mechanism and effect of each factor.Finally,according to the results of the article,put forward the targeted policy construction in order to improve the efficiency of green economy in Huaihe eco economic zone and promote the healthy development of Huaihe eco economic zone.The main conclusions of this paper are as follows: firstly,the green economic efficiency of most cities in Huaihe eco economy zone is on the rise,and the fluctuation amplitude is less than that of the traditional economic efficiency.Secondly,the imbalance of green economic efficiency in the cities of Huaihe eco economy zone is more prominent,and the level of green economic efficiency in the downstream cities is higher than that of the upper reaches and the middle reaches of the city.Third,the green economic efficiency difference between the lower reaches of the Huaihe ecological economy zone is gradually narrowing and the three kinds of convergence exist,while the Theil coefficient of the green economic efficiency of the middle,lower reaches and the whole city does not decrease obviously,and the three kinds of convergence phenomena do not exist.Fourth,there is a U relationship between the green economic efficiency and the level of economic development in the ecological economic zone of Huaihe;the upgrading of the industrial structure has a positive effect on the improvement of the green economic efficiency;the utilization of foreign direct investment has a positive effect on the efficiency of the upstream green economic efficiency,while the utilization of the middle and lower reaches and the overall foreign investment verifies the "pollution paradise".It is said that the investment of science and education promotes the green economic efficiency of the middle and lower reaches,and the government environmental regulation is beneficial to the improvement of the overall and middle reaches of the green economic efficiency.The "Potter hypothesis" is verified,while the "Potter hypothesis" in the upper reaches and the downstream of the city is difficult to be realized in the short term.
