"Food is the basic of the people; security is the basic of the food." Food safety relates to people’s health and safety, relates to the healthy development of the socio-economy, and relates to the lasting stability and prosperity of the country. In order to protect food safety, some measures have been taken by all levels of governments. Through those measures, food safety management is strengthened, and some success of food safety protection has been achieved. However, the overall food safety situation is not optimistic in China and some food safety incidents occur frequently. The present thesis aims at treating the food safety incidents scientifically and rationally and finding better solutions of all kinds of food safety issues.Based on the previous studies at home and abroad, and by using game theory analysis, comparative analysis and empirical analysis, the present thesis takes drainage oil as an example and analyzes the China food safety issues. Theories of capital profit-driven theory in political economics, regulatory capture theory in regulation economics and information asymmetry theory in information economics are used in this thesis. Suggestions to solve food safety problems proposed in the present thesis are of both theoretical and practical significance.The present thesis consists of five chapters. The first chapter provides an introduction of the present paper, in which food safety research at home and abroad, the research methodology and the significance of this research are presented. In the second chapter, the concepts of food safety and drainage oil are defined. The overall situation of food safety and the management of drainage oil in China are introduced. Chapter three analyses the reasons of food safety issues in China.there are three main reasons include the Profit-driven nature of the capital,legal and moral constraints fatigue in transition period and the inherent defects of regulations and institutions of food safety. In chapter four, by using comparative analysis, the experience and enlightens of the food safety management in US, EU and Japan are introduced, including food safety management system, food safety legal system, and the model governance of drainage oil. In chapter five, some suggestions and countermeasures are proposed.
