The integration of the world and the strengthening of economic globalization, the knowledge is important in the process of economic development have become increasingly prominent, competition is more intense, the competition between enterprises in the final analysis is the competition of talents. The exploitation and utilization of human resources has become a key factor in the development of enterprises.This paper begins from the analysis of the present situation of human resource management of Shandong Asia Pacific SSYMB pulp&Paper Co. Ltd. and the existing problems, summed up the human resource management problem is the frequent movement of personnel, the talent drain seriously, can retain the talents become the bottleneck in development of the company. The article uses the strategic management situation analysis method and SWOT analysis method, through interviews, field investigation, literature consult method, conducts the research to the development situation and the external environment of the company.The results show that, Shandong Asia Pacific SSYMB pulp&Paper Co., Ltd. is the advantage of the development prospects of the company:good; human resources fully, has the development potential; excellent corporate culture to guide the staff value identity; the staff training system for the enterprise to accelerate the development of sound corporate governance structure. Disadvantages are:excellent serious brain drain, the frequent movement of personnel; senior management change frequently; performance management is unreasonable; lack of incentive, salary; job level set unreasonable; human resource strategic cooperation ability. Company facing opportunities:labor market professionals sufficient supply; national political stability, policy support; the new "labor law","labor contract law" promulgated; the global economy recovers. The challenge:global economic integration; the progress of science and technology, population city; new competitors to join, the market competition pressure; operation status of industry; the brain drain of high cost.Facing according to analysis of the company’s strengths and weaknesses, opportunities and challenges, proposed the human resources development strategy of Shandong Asia Pacific SSYMB pulp&Paper Co., Ltd.:adhere to enhance the core competitiveness as the main line, improve the management mechanism, the staff form resultant force, the enhancement enterprise centripetal force, cohesion, improve staff ability, to stimulate the staff activity, the establishment of "human resource is the guiding ideology of main resources, strategic management ability, provide strong support to the work of human resource management to achieve the strategic objectives of the company. Put forward the improvement of human resource management strategy:the introduction of talent; training strategy, training talents, retain talents strategy countermeasures. Human resource management structure is the company’s reasonable, give full play to the advantages, promote sustainable and stable development of enterprises.The innovations of this paper are:systematically analysis of the present situation of research on human resource management of Shandong Asia Pacific SSYMB pulp&Paper Co., Ltd., and then put forward some opinions and suggestions, with certain forward-looking, practical and innovative, the results for the further study of human resource management of enterprises, has a certain reference value to promote the development of the enterprise positive. In the study of existing theory, put forward the human resource management model of Shandong Asia Pacific SSYMB pulp&Paper Co., ltd.. Company strategy as the basis, proposed the human resources development strategy of Shandong Asia Pacific SSYMB pulp&Paper Co., ltd.. The analysis of the company’s internal and external environment and the strengths and weaknesses, develop advantage, make up for weaknesses, seize the opportunity, a reasonable response to the unfavorable factors of the human resource management strategy.
