As the deepening of global economic integration, the world economic competition in many countries is close to a fever pitch. The role of knowledge is particularly important under this competitive environment. Current market competition is actually talent competition Therefore, companies must focus its resources on the development of the potential of employees, provide them a space to give full play to their potential, and realize the goal of making the employee's ability and wisdom into enterprise market competitiveness and sustainable development capacity. The approach is to conduct corporate human resources allocation. The goal of achieve human resource allocation is to realize the harmonization of human resources and positions and improve the efficiency of resource use. Human resource allocation has caused more and more attention by enterprise managers, and is one of the most important approaches to achieve efficient management.Therefore, this article takes Shandong Planning Design Institute of Posts and Telecommunications as the research object, analyzed current situation and environment of human resource allocation of Shandong Planning Design Institute of Posts and Telecommunications based on literature reading and theoretical analysis. Proposed four factors of number, quality, structure, costs and benefits which affect human resource allocation. Thus established human resource allocation effect evaluation index system of Shandong Planning Design Institute of Posts and Telecommunications. Then use fuzzy comprehensive evaluation method to evaluate human resource allocation effects after unreasonable indicators were screened by confirmatory factor analysis. The result was not good. Human resource allocation system was constructed in three aspects of the overall framework, process management, and form management according to the evaluation results.And corresponding safeguards were proposed to provide some reference for ShandongPlanning Design Institute of Posts and Telecommunications:(1)Perfect the rules, formulate implementation details of human resource allocation system;(2) Strengthen the leadership,raising awareness of human resource allocation;(3) Strengthen the basic work, periodically evaluate the effect of human resource allocation;(4)Establish efficient and reasonable create positions and personnel allocation system;(5)Carry out the performance evaluation index and stimulate staff's potential;(6)Make the career planning and training programs for employees.
