In Chinese medium-sized and small enterprises, science-based S&M enterprises has become new emerging forces, whose overall scales and strength has been enhancing and it has become main force in Chinese industrialization with high and new technology. Science-based S&M enterprises are intensive enterprises with knowledge, talent and technology, which is different from traditional enterprises. In science-based S&M enterprises, its development, talent, technology, knowledge and management are closely related and the above-mentioned factors are more significant than the fund. Technology, knowledge and management are realized by talent, and therefore, the talent is the most important factor and the key for science-based S&M enterprises to survive. In virtue of small scale, little capital, less fame and low-quality entrepreneurs, lots of science-based S&M enterprises are hard to attract high-quality talents and have high mobility of talents. The science-based S&M enterprises can well survive and develop in fierce market competition if they solve human resource problems and organize good talent teams. However, the status of human resource management of science-based S&M enterprises in Shandong Province is not optimistic.Based on the analysis of human resource management problems of science-based S&M enterprises in Shandong Province, combined the characteristics of human resource and drawn lessons from the experience of human resource management in Chinese&Foreign science-based S&M enterprises, this paper comes up with the countermeasures, namely, improve financial support intensity for science-based S&M enterprises, perfect the human resource management system, promote the importance of human resource management, set up scientific and reasonable performance appraisal and salary system, apply appropriate, effective and incentive methods, strengthen human resource training, establish talent backup system, reinforce enterprise culture creation to boost its human resource management for its development and provide reference for the development of science-based S&M enterprises in Shandong Province.
