Research On The Rural Land Circulation At Wangcheng District In Changsha City

Since1978, China’s reform and opening up has been34years of trials and hardships, rural development also began in earnest, rural land production has brought up China’s1.3billion people, but it is also the hub of a land dispute with the land at the root of the problem. Rural development research institute researches mainly on the problems of "agriculture, rural areas and farmers’, and the land problem is the key of these problems. The core of the land problem is land circulation of which nature of the problem is a policy issue. Land circulation is the important measure after the household contract responsibility system, which not only promoted the development of rural economy and realized the increase of the farmers’ income, but also transferred rural surplus labor force effectively, driving the development of economy in the second and third industry to promote the national economy sustainable, and integrated the land and resources effectively, adjusting the development direction of the agricultural industrialization, which laid a foundation for new socialist rural construction.This paper first discusses the related concept and theory of farmland circulation, and reviews the evolution of rural land system, namely in the period of rural land private ownership, from free circulation of land to the land owned by rural collectives. After the people’s communes was established, from the production team as a unit engaged in agricultural production, and later the household contract responsibility system implementation, the land ownership and use of the separation of ownership were successful realized. Then on the basis of these historical conditions as the research background, by applying the method of literature review, qualitative analysis method, inductive deductive method, survey method and quantitative analysis methods, taking the Wangcheng District in Changsha City as research area, this paper obtain the relevant data by conducted field research in the Wangcheng District, analyze the current situation of rural land, rural land circulation problems and causes of the Wangcheng District, put forward corresponding countermeasures and suggestions for Wangcheng District how to develop the rural land circulation in the future. This study laid a solid foundation for the rural work of Wangcheng District, in order to better promote economic development of Wangcheng District.
