On Building New Type Of Rural Land Circulation System

Scale management of agriculture is an important way to accelerate the development of agricultural economy and to enhance the agriculture competitiveness. Throughout the history of worldwide agricultural modernization, appropriate centralization and scale management of agricultural land is an inevitable demand and choice during the economic society development. The "CPC Central Committee’s Decision on a Number of Major Issues Occurred in Rural Reform and Development", which was approved by Third Plenary Session of the CPC17, has marked the further intensification of rural reform in China, and particularly made the rural land circulation system the social focus.This paper has analysed the current situation of rural land circulation and its influencing factors, and to propose certain strategies and recommendations on establishing a new rural land circulation system. Initially this paper discusses the theoretical basis and significance of establishing the new system, and analyses its current situation as well as the stimulus and obstacles during its establishment. And finally on the basis of the introduction of foreign countries’ advanced experience on rural land circulation system, this paper propounds some corresponding measures to enhance the new rural land circulation system.
