A Case Study On Jincheng

Resource-based city as a necessary support for industrialization is raised up on the basis of the development and utilization of resources, with resources exploitation and simple processing as its leading industry. Provide raw materials and energy for industrialization, made fundamentally guarantee for economic development. But because of the mineral resources can not recycle, resources will be gradually decreased and finally exhausted. As a result, resource-based cities also go through the initial stage, growth stage, mature stage and recession phase of the process. Due to the development history of the resources city and its special industrial structure, if it want achieve a sustainable development, it is necessary to implement a industry transformation.This paper lists some typical cases of transformation at resource-based cities from domestic and foreign. Analyze their transformation process and method,and transition support policy. Then applicate the replace industry choice theory to choose the replace industry of Jincheng. This give a example of resource-based cities’industrial transformation. This article mainly uses the qualitative analysis method and quantitative analysis method, at the same time, using theoretical derivation and Descriptive statistical analysis.In the study of how to choose Jincheng’s replace industrises, using the industry choice method of New Structural Economics:Growth Identify and Facilitation Framework(GIFF). New structural economics thought that an economy’s economic structure is decided by its structure of factor endowments, sustained economic development along with the upgrade of factor endowment and continuous technical innovation. GIFF is a progressive method of industrial development, provide a new kind of how to choose a right industry list of an area, following the strategy of comparative advantage to transform can have a better transition result and lower cost.In this paper, the basic structure is as follows:the first chapter is the introduction part, mainly elaborates the research background and significance, existing research achievement, research contents, research methods and innovation points in this paper. The second chapter is on resource-based city and resource-exhausted city. Through the concept of resource-based cities, and resource-based city industry structure to let people understand the basic connotation of resource-based cities. The basic connotation of resource-exhausted cities are divided into tow parts:basic concepts and the present situation&the development bottleneck, mainly illustrates the concept and the cause of the resource-exhausted city. At the end of this chapter introduces Jincheng’s current mineral resources situation. The third chapter aims to analyze urgency and significance of the transformation of resources city. Through the introduction of that mineral resource-based cities will inevitably faces the threat of resource exhaustion in the future, from the angle of sustainable development to explain the realistic significance of the transformation of resources city. The fourth chapter lists some cases in the transformation of resource-based cities at domestic and abroad, through these cases can understand the reasons and process of these resources cities’industry transformation. The fifth chapter, it is the core of this article, based on the new structural economics to analyze Jincheng’s continued industry choice. Chapter6as the last chapter, puts forward some policy suggestions, and summarize the full text, explain the insufficiency and regret.
