Study On The Value Of Agricultural Land Social Security Based On Fair Compensation

Land is the basis of human survival and development, agricultural land is irreplaceable form of production because it has been given the basic living conditions of farmers and even human. In recent years, China’s urbanization process of rapid development, more and more agricultural land is requisitioned. Short term, the lack of life skills landless farmers due to their quality and other reasons, coupled with the low standard of national resettlement fees, resulting in farmers from the land in the city, unable to gain a foothold in the rural landless reliably dilemma; long-term urbanization to promote the agricultural land in the non-farm, it has changed the agricultural land resources in human society "vertical configuration", it comes to the right to life and the right to development of the future generations. Contemporary people, if not scientific planning and rational use of agricultural land, the sustainable use of agricultural land resources, future generations will face the predicament of the right to life and the right to development can not be guaranteed.In view of this, this paper is based on the theory of sustainable development, the theory of urban and rural, agricultural land social security function and form are analyzed; and on this basis, fair compensation as a starting point to build a quantitative model of value on social security; finally, taking Dazhou city as the research object, research the value of agricultural land social security in the region, the quantitative calculation model to verify the operability and puts forward relevant policy suggestions. The general framework is as follows:(1) Agricultural land resources mainly include social security function to protect the currency embodies aspects of the basic livelihood of the farmers, old-age security, health care, employment security and intergenerational protection, agricultural land, the value of the social security aspects function.(2) Social Security intergenerational equity, that contemporary people between between the contemporary and future generations to enjoy social security, welfare, etc. should be reciprocal. Therefore, in the calculation of the value of social security of agricultural land resources of the farmers, urban residents can take advantage of the social security system, the standards and methods of computation. The hand can make the social security function of agricultural land resources more fully reflected, on the other hand can increase the income of landless peasants, is conducive to narrowing the gap between urban and rural areas.(3) The Dazhou agricultural land resource value of Social Security is about130327yuan/mu, and the resettlement fees in Dazhou2012land acquisition case found that the former is22times that of the latter. This shows that intergenerational equity considerations into agricultural land resources, the value of the social security system and be able to better safeguard the interests of the landless peasants. Intergenerational compensation fund, to some extent, be able to maintain the magnitude of value of agricultural land resources and agricultural land resources intergenerational sharing and balanced and sustainable development, and promote the use of agricultural land.
