On The Equalization Of Urban And Rural Public Pension System In Sichuan Province

As an important part of the equalization of basic public services,the equalization of urban and rural public pension system is an important strategic decision to narrow the gap between urban and rural development in the new period and promote social equity and justice.Meanwhile,it is the inherent requirement of building a socialist harmonious society and implement the scientific concept of development.The degree of population aging of Sichuan Province is higher than the national average, and presents the characteristics of urban and rural inverted.In addition, under the long-term impact of the urban-rural dual structure, Sichuan urban public pension system constantly develops and improves.However, rural public pension system has became one of the weakest part of the development in the social security system in Sichuan,which has a narrow coverage in rural areas and a low security payments.In September2009,Sichuan Province began the new agricultural insurance pilot work,and the equalization of urban and rural public pension system gradually made progress.Therefore, the status quo and how to achieve of the equalization of urban and rural public pension system in Sichuan Province is worth studying.Equalization study of urban and rural public pension system in Sichuan Province bases on the literature study,questionnaire survey and comparison analysis.Surrounding the equalization of urban and rural social endowment insurance, with the western agricultural province--Sichuan province as the research object, solve the following problems from angles of theory and practice:in the aspect of theory, systematically summarized the domestic research papers and the theoretical basis of equalization of urban and rural social endowment insurance, then explaining the connotation of the equalization of urban and rural social endowment insurance of Sichuan province, and combing the development process of urban and rural social endowment insurance system; In the aspect of practice, through analyzing the development condition of the equalization of urban and rural social endowment insurance of Sichuan province, to study the cause of the non-uniform, and finally put forward the supporting condition of equalization of urban and rural social endowment insurance of Sichuan province, to puts forward corresponding countermeasures and suggestions to realize the equalization of urban and rural social endowment insurance.the author gets the following conclusions:(1)On the status quo of equalization,there are some differences in the pension insurance to understand,the degree of coverage, the insured rate between urban and rural areas;There are some differences in per capita pension benefits,the replacement rate and satisfaction between urban and rural areas;There are some differences in life expectancy of the population.the participation of social activities,elderly life satisfaction between urban and rural areas.This indicates the non-equalization of urban and rural public pension system in Sichuan Province;However,the differences between urban and rural areas gradually narrowed,and urban and rural public pension system of Sichuan Province is moving in the direction of equalization.(2)The design differences,differences on the run,and other relevant factors are the reasons that led to the current non-equalization in Sichuan urban and rural public pension system.According to the research findings,the paper concludes with targeted analysis of Sichuan Province equalization support conditions,the path to achieve,and relevant suggestions to put forward.First of all,the author analyzes the support conditions of equalization in Sichuan Province from Per capita GDP,fiscal revenue and population aging.Secondly,the author discusses the path to achieve the equalization in Sichuan Province.Finally,the author makes policy recommendations:Optimizing the design of urban and rural public pension system;Improving the operating efficiency of the urban and rural public pension;making reform of the household registration system gradually; Stablishing and improving the mechanisms for the expression of social pension insurance needs for the rural residents;Straighten out the financial management system and innovative financial transfer payment system;Increasing the income of rural residents and narrowing the income gap between urban and rural areas.
