Moral leadership is the process of that the leader who has moral ideals work hard to service the organization and social, and they take care of the organization members, enhancing the members morality and ethics, living up its moral mission by model demonstration, behavioral incentives, advocating the considerable values, creating the organizational culture in the process. The focus of the current study was on the theory of moral leadership, but the study about specific acts of moral leadership will be more instructive and realistic, because they can provide a reference for the implementation and development of moral leadership. However, the researches on the specific acts of moral leadership are very uncommon, and the specific available measurement tools are inadequate at the same time. Therefore, we do the research with the employees and managers in our country and the study of Western moral leadership. We have built a theoretical model of moral leadership behavior, created the ethical leadership behavior questionnaire in the study, and the research about the characteristics and status quo of Chinese leaders and manager’s moral leadership behavior study with the discussion of the role of moral leadership behavior was also included. Finally, we mainly received the following findings after analyzing related literature and theories and empirical researches of moral leadership:(l)Moral Leadership Behavior Questionnaire contains five dimensions: people-oriented (six items), fairness (four items), offering virtues as examples (six items), authorization (five items) and loyalty (three items), in total of24items. The cumulative explained amounted to70.242%, and each dimension explained amounted between10.978%to17.237%. The structural model test finds that,χ2/df<5; RMSEA=0.069<0.08; NNFI, CFI are greater than0.95, very close to1, all these showed that the five-factor structure of moral leadership behavior model is a better fitting model.(2) The questionnaire has good reliability and validity. The internal consistency coefficient is0.957, the coefficient of internal consistency of each dimension between0.841and0.902.In addition, we invited psychology graduate and measurement expert to revise several times to ensure that the dimension of the questionnaire, so the specific items to be able to fully reflect the ethical leadership behavior. So the content validity reached relevant standards. The relevance of each dimension and Moral Leadership Behavior Questionnaire between0.798and0.929(p<0.001), showing a higher level. At the same time, the middle level in each dimension related, indicating good construct validity of the questionnaire. While the relevant between ethical leadership behavior questionnaire and each dimension and the criterion questionnaire (Enterprise Organization moral leadership questionnaire) are above0.75, the criterion-related validity reached the relevant standards.(3) The analysis of moral leadership on the demographic variables shows that: there are some significant differences in the age of the leader and management positions as well as management tenure of the leader’s moral leadership behavior. And there is no significant difference in sex, marital status, educational background, and units of the nature of the leader’s moral leadership behavior.(4) A positive correlation between moral leadership behavior and organizational justice was revealed(r=0.805, p<0.01), and there is a positive correlation between moral leadership behavior and employee engagement,(r=0.702, p<0.01), what is more that there is a significant positive correlation between organizational justice and employee engagement, too (r=0.777, p<0.01). And further regression analysis showed that ethical leadership behavior has a positive prediction on employee engagement.(5) Organizational justice plays as part of the intermediary role which is69%of the total effect that ethical leadership behavior on employee engagement.
