Land is the basis of survival and development of human society. As human activitiescontinue to strengthen the global environment in its breadth and depth, the contradictionbetween people and land is increasing and the global and regional land security pattern isthreatened like never before. Severe resource and environment conflicts lead to thecurrent confusion regional spatial development order. This paper is attempting toimplement the major function zoning strategy and assess and regionalization suitabilityof the area from the angle of the spatial suitability evaluation. It studies thecharacteristics of land use in each area and explores its model characteristic under theframework of spatial suitability regionalization. And how to allocate the constructionland and basic farmland in order to optimize regional spatial pattern and use landresources reasonably has been studied already. The conclusions are as follows throughresearch:(1) It took typical county in the hilly area of Hebei Province East---Lulong Countyas the case study, took raster data as the basic units of study, incorporated spatialsuitability evaluation model into regionalization methods, and established suitabilityevaluation index system from such three aspects as agricultural development suitability,urban construction suitability, and ecological environment suitability. And taking thequantitative criteria of different factors into account, it assessed the suitability evaluationof the three categories of land use methods exerted by the evaluated grid unit.(2)According to the outcome of spatial suitability and application of three-dimensional space partitioning methods, implementing the thought of the majorfunctional zones, the area is divided into optimization development zone, importantdevelopment zone, limited development zone and development-prohibited zone fourmajor functional zones. The result shows that optimization development zone locates inthe southwest of the central city area and its construction land suitability is moderaterelatively but the individual factors like population density and urban industrial land is inhigh proportion, which is not fit for much industrial investment. The outcome of urbanconstruction land in important development zone is better than its in the optimizationdevelopment zone. Although it owns relatively high suitability of agricultural production, however its comprehensive value considering the convenient transportation degree andthe center town impact such individual factors dominates. The development-prohibitedzone outcome matches a high degree with the outcome of ecological environmentsuitability evaluation. The area with low ecological environment suitability is not fit forother production construction and should be divided into development-prohibited zone.The area with high agricultural development suitability should be divided into limiteddevelopment zone, which locates the central area of Lulong County.(3)It studied differences of land use patterns in spatial suitability evaluationpartitioning. It regarded DUHP, which means land development (D), land use (U), landharness (H), and land protection (P), as four different sides of the land use. Suitablecombined mode in optimization development strategy was U-H-D-P, in importantdevelopment strategy was D-U-H-P, in limited development strategy was H-P-U-D,while, in development-prohibited strategy was P-H-U-D. It established of distributionmodel according to different priority combination mode, distributing preliminarymeasurements of construction land and basic farmland.(4)It applies the method that combines the regression prediction, standard act, thedepartment prediction to forecast the urban industrial land, rural residential land,transportation, water conservancy land and special land respectively and gets the totalsize of construction land in the target year. Then it obtains the construction land layout ofspatial location and quantity according to spatial suitability evaluation. The area withhigh development potential and moderate development constraint mainly locates in thesouthwest of the county and the construction land area is3863.14hm2in the2020. Thearea with high development potential and low development constrains locates in thesouthwest of the county and the construction land area is1331.87hm2in the2020. Thearea with moderate development potential and moderate development constrains locatesin the central of the county and the construction land area is5085.16hm2in the2020.The area with low development potential and high development constrains locates in thenortheast of the county and the construction land area is2028.86hm2in the2020.(5) According to the demand for food of a certain population in Lulong County, itcalculated the basic farmland demand and determines the number of the basic farmlandquantity which is36800.26hm2, combining the constraints index from the higherauthorities. And it studies the basic farmland optimization layout in Lulong Countyaccording to the outcome of the spatial suitability evaluation. The area of optimizationdevelopment zone in Lulong Town and Shimen Town, Southwest County is much higher.The basic farmland area in2020will be4422.00hm2. The area of important developmentzone in Liutiangezhuang Town, Southeast County is much higher. The basic farmlandarea in2020will be3149.87hm2. The area of limited development zone in Xiazhai,Shuangwang, Mujing, Habo, Panzhuang and Yinzhuang Town is much higher. The basic farmland area in2020will be18382.38hectares. The area of development-prohibitedzone in Liujiaying, Yanheying, Chenguantun Town is much higher. The basic farmlandarea in2020will be9499.14hm2.
