Many people and little land is our country’s fundamental realities of the country. With theincrease of population and the further development of social economy, There must have acertain quantity of farmland in order to ensure national food security, ecological security.however, there is a strong desire for construction land with the accelerating development ofurbanization and industrialization. Cultivated land transformed into non-agriculturalconstruction land can hardly be avoided. Under this background, land use conflicts in ourcountry gradually appears and facing aggravation. The structural conflict between cultivatedland and construction land is especially obvious. The situation for farmland especially basicfarmland protection becomes more and more severeIn order to prevent and resolve land use conflicts effectively, it is the basis and premiseto discriminate the potential land use conflict scientifically. However, the current academiccircles to the study on land use conflicts mainly in intention conflict, behavior conflict andoutcome conflict, limits to the conflict management afterwards. That means mainly analyzescharacteristics, cause and influence of conflict. The potential land use conflicts especiallypotential land use conflict discrimination and prevention research is relatively small. Based onthis, after the analysis of land use conflicts mechanism, the method system for discriminatingpotential land use conflict is established in this article, and the empirical study is done inShenbei New district of Shenyang city, and the application of land use conflict discriminationresults in basic farmland allocation is explored in order to provide scientific reference for landuse conflict solution, cultivated land protection effectively.Firstly, this paper put forward the idea to distinguish potential land use conflict based onthe land suitability evaluation (multi-purposes suitability evaluation) after analyzes the landuse conflict mechanism. The weighted index method is used to establish the multi-purposessuitability evaluation for farming and construction use of cultivated land. Then the methodsystem of discriminating potential land use conflict is established after constructing thesuitability comparison matrix. This method system discriminate the research area into ninekinds of zones, where C1, C2, C3are potential land use conflicts zones, N1, N2, N3arefarming advantage zones without the conflicts, J1, J2, J3are construction advantage zoneswithout conflicts.Secondly, using the above method system, the empirical study is done in Shenbei Newdistrict of Shenyang city. The results shows that there are74.38%of the total amount ofcultivated land in Shenbei New district has the risk to potential land use conflicts, The C2 type potential land use conflicts zones is the largest, The highest risk of type C1potential landuse conflict area achieves2317.46hm2, Only16.33%with farming advantage and9.29%withconstruction advantage are non-conflict zones. The results are matching with local situationand development trend. It shows that the method system of discriminating potential of landuse conflicts has certain scientific sex and feasibility. According to the potential land useconflicts discrimination results, the study puts forward some policy recommendations in orderto prevent and relief the land use conflicts combined with the actual situation anddevelopment targetFinally, combined with agricultural land classification and gradation results, theapplication of land use conflict discrimination results in basic farmland allocation isdiscussed.
