Culvated land, as the most essential part of land resource, is the basic materialcondition for agricultural production. Effective protection and reasonable land utilizationis the main mean to solve food security. In the recent year, culvated land protection onamount and quality is becoming the main trend of land protection proposition. Under thecontext of land amount declining and the shortage of culvated land per capital, it is aninevitable choice to enhance culvated land quality and develop its pontential to maintainregional food security and promote sustainable development. This paper, takingPiedmont of Taihang Mountain as study area, builds up culvated land quality evaluationsyetem based on soil fertility and field infrastrutue by analyzing the definition andconnotaion of cultivated land quality, cultivated land quality construction and itspoetential. Then it analyzes the main factor of cultivated land quality construction andproposes different land use directions and ways for various types cultivated landconstruction by evaluating land quality and regionalization the area in Wangdu HebeiProvince with method of factors combination. The conclusions are as follows:(1) It builds cultivated land quality evaluation system in the piedmont plain area ofTaihang Mountain. Based on the related theory and connotation, this paper, takingcultivated land quality construction, builds up the assement system with soil fertility andfield infrastructure as its conditions. The system selects5factors with13indexes asfollows: soil fertility, farming terrace conditions, the irrigation and water conservancyfacilities, farming convenience and farmland protection.(2) Evaluate the cultivated land quality and choose74,81,86and94as breakingpoints, and divides the area into four levels:1degree is the best and4degree is the worst.The result shows1degree cultivated land with highest percentage and followed by2degree cultivated land. The sum amount of3degree and4degree cultivated land occupyone-third of the county. Generally fields with low yielding occupy a high proportion andits quality potentials still have a large room for the improvement.(3) On the basis of cultivated land quality assement, according to natural breakingpoint method, it ensures the high(H)-low(L) restriction degree of various indexes. Bycombination of4indexes, this paper divides cultivated land into16combination typesand then regionalizes the area with4cultivated land remediation moed construction and proposes the direction and means of cultivated land quality construction: high-standardcultivated land construction leading area contains2combination types(H-H-H-H、L-H-H-H), the irrigation and water conservancy facilities leading area contais4combination types(H-L-H-H、H-L-H-L、L-L-H-H、L-L-H-L'H-L-L-H、H-L-L-L、L-L-L-H、L-L-L-L), the road forest leading construction area contains6combinationtypes(H-H-H-L、H-H-L-H、H-H-L-L、L-H-H-L、L-H-L-H、L-H-L-L).(4) It builds up cultivated land comprehensive evaluation score and actual grainyield regression model. The result is that production capacity will increase108.24kg/hm2, as long as the comprehensive score increase1point. Production capacity differencecaused by cultivated land quality difference can be3355.44kg/hm2, cultivated landproduction capacity will increase24875.56tons through cultivated land qualityconstruction, which shows that cultivated land quality owns much potential to improve.
