Land consolidation is beneficial practice to protect cultivated land resource and guarantee food security, achieved remarkable results in increasing the number and improve the quality of cultivated land. Carry out quality evaluation of arable land consolidation, implementation of the quality of cultivated land protection and promotion action by land consolidation, promoting the protection of farmland by the number of controls change to implement the comprehensive management and protection of the quantity, quality and ecological.In the new situation of China vigorously promote land consolidation, the paper systematically summing up the research progress at home and abroad and related theoretical basis, analyzes the content of the current land consolidation and well-facilitied farmland construction, and the effects of different consolidation engineering on cultivated land quality factors. According to the evaluation index system of cultivated land quality have established, analyzes the similarities and differences of influence factors by land consolidation and the existing evaluation index system, build an open alternative evaluation index system of cultivated land quality for land consolidation. Based on the existing calculation system of classification of cultivated land quality, the result of classification evaluation was modified by agriculture land grading of the evaluation index, the land use coefficient, and the comprehensive evaluation index of agricultural land classification and gradation and cultivated land productivity evaluation, it can reflect the difference and impact of the cultivated land quality by land consolidation.The paper take the land consolidation area in Yuzhou county of Henan province, Ji’an county of Jiangxi province as empirical study area, based on the original calculation system of agricultural land classification,the average promotion of cultivated land physical quality grade was 1 grades revised by the land consolidation affected factors of agriculture land grading evaluation indes, the average promotion of cultivated land utilization quality grade was 1to 1.5 grades revised by the modified land use coefficient, which was modified by yield survey and utilization levels, the correction method of utilization levels can more reflect the changes before and after land consolidation projects. The cultivated land quality was devided into 4 levels by calculation the integrated quality index of cultivated land based on the comprehensive evaluation index of agricultural land classification and gradation and cultivated land productivity, proposed suggestion ang application by establish a unified program of cultivated land quality evaluation, it provide a theoretical reference for identification limiting factors of cultivated land quality, designing differentiated mode to improve cultivated land quality.Based on the above research, the paper further takes 10 typical county in Middle East China as the study area, area-weighted average method is used to analyze the spatial distribution characteristics of physical, utilization, economic quality composite grade of farmland quality gradation, the result indicate that the type of cultivated land was mainly on middle and high grade in Middle East China, the cultivated land quality gradation in East and Southeast zone was higher than that in Middle and Northeast zone; The physical and utilization condition of cultivated land has different restriction factors in standard farming system zones represented by the typical county, the difference of the land consolidation promotion strategies should be taken in the land consolidation planning design and combined with the regional cultivated land quality limiting factors.
