In the modernization process of the developing countries, the issue of rural surplus labors transfering is widely concerned by them, also an important question for study by development economists. The experience of the western developed countries tell us, only to achieve effective transfer of surplus labor, rural labors transfer into urban residents, can the country eventually achieve industrialization and modernization. So it is greatly essential for us to fully understand the problem of surplus labor and settle down surplus labors reasonably. Since the reform and opening up, along with the high speed of China’s modernization and industrialization, there is rural surplus labors transfer to the city massively, more and more rural labors go to the city looking for employment. The "upsurge" that rural labors transfer to city spontaneously lasted many years, which made important contribution to promote the rapid development of China’s economy, and also became an effective way and important means for our rural farmers being out of poverty. But it is puzzling that, after the "upsurge" continued in the "tide" some years, the "Pearl River Delta" began to appear the phenomenon of labors shortage in2004. Afterwards, the phenomenon of labors shortage spread from the coast to the inland, from locality to whole situation, from cyclicity to chronicity, many enterprises are facing the difficulty in recruitment.There is research showing that, the situation of rural labors oversupplying still exists in our country at present.But what is it causing the shortage of rural workers in China? And how should we treat this phenomenon? It is this research’ goals that we make clear the two problems and put forward some effective suggestions to solve this problem.This article is about a contradictory phenomenon that the rural surplus labors and shortage of migrant workers are cofigurative. The full text is divided into seven chapters. The first chapter is an introduction stating the practical background,theoretical meaning, the purpose and method of this research and research contents,besides,we have defined the relevant concepts, including four-demension economic structure and the labors transfer,and the innovation and the deficiencies in this paper is also presented.The second chapter is the theory summary part, it mainly is divided three parts to elaborate. The first part sketches the classical theory of labors transfer,including the Lewis model,Ranis-Fei model,Todaro model,Donald.Berg’s labor mobility "push-pull" theory, Sjaastad’s cost-benefit theory.The second part introduces the domestic scholars research results of the cause of labors shortage problem.In the third part,we introduces the domestic scholars’ research production about the influence to China’s economic achievement of labors shortage.The third chapter we reviews the process of rural surplus labors and migrant workers. All along, the number of rural labors is great in our country, but it was limited by history background, policy constraints, technological backwardness,and so on. labors has always been bound, there was no dominant surplus labors exist, until the reform and opening up. Surplus labors transferred to the city when there arise a large number of employment opportunities in city, found new jobs, so the first migrant workers appeared.In the fourth chapter, we research the cause of labors shortage problem from the angle of four-dimension economy and prove it by theoretical and empirical analysis.Through the analysis on China’s current four-dimension economic structure, which is divided into four departments:rural traditional department, rural enterprises department, urban traditional department, urban modern department, which is the basis that we research current problem of the labors shortage, then we draw the conclusion that:the urban traditional department suffered a shortage of migrant workers because that the migrant workers’ net income in this department is significantly less than in rural traditional department and urban modern department, urban modern department suffered a shortage of migrant workers that the essence is the skilled workers shortage.The fifth chapter mainly analyzes the corrective effect of the labors shortage problem to China’s industry development. Since the reform and opening up, China Population Welfare has played an important role in promoting high-speed growth of Chinese economy in the transition period, but it also make China’s economy remaining some problems because of dependenting on the advantage of labor low cost, mainly reflected in the industrial space layout, low efficiency, industrial technology lag. This chapter prove the corrective effect of the labors shortage problem to industrial transfer and industrial upgrading by the theoretical and empirical analysis.In the sixth chapter, through the conclusion and summarizes of the previous research, we present some policy suggestions about how to deal with the labors shortage problem. In the sixth chapter,we give some policy suggestions to deal with the labors shortage problem in our country through the previous analysis conclusion and research conclusion.In the seventh chapter,we summarize the full text’ work, and make expectations to resolve the shortcomings of this study.
