With the deepening of reform and opening up, China’s economic system from planned economy to market economy, as has long been state-owned power enterprises have gradually face the challenge of market competition, this paper takes the electric power enterprise as the research object, to explore the power enterprises at present existing in the performance management problems, and according to the problems and try to improve the hand should present power enterprises in the performance appraisal way, method, establishing a set of scientific, complete, suitable performance management system. Based on the X electric power enterprise as an example, embarks from the human resources strategy point of view, the strategy map as the basis, using the Balanced Scorecard (BSC) and KPI index method to establish the X electric power enterprise performance management system.Basic theory used in this paper and get a successful performance management at home and abroad in the widely accepted theory, respectively is:the strategic map, the balanced scorecard, key performance indicators (Key Performance Indicator, KPI) performance management system. In this paper, by using behavior event interview and questionnaire, the present performance management system X electric power enterprises on a comprehensive understanding of the overall strategy, combined with the company human resources strategy and company, according to the actual situation of local power enterprises as the starting point, hoping to comprehensive, scientific research and strategy-oriented key performance indicators of performance management system design of X power enterprise, thus further practice and implemented, improve the human resource management of X enterprise level, mining the core competitiveness of X for electric power enterprises, in the face of market economy competition, also hope to provide reference for the study on performance management of local electric power enterprises in china.In this paper the design technical route, according to research by the actual situation to the practical application of this whole idea, put forward questions according to the real situation at this stage of performance management in X power company, and then the theoretical basis of the research to address these problems, at last using behavior event interview and Delphi method to design KPI the performance management system of strategy-oriented performance management, and the system is applied to the company’s.The X electric power enterprise’s strategy is divided into three levels, respectively, the overall strategic level, internal operation level and the learning and growth perspective, through the research to explore the three aspects of the main indicators of performance appraisal of enterprises at the present stage, the reorientation of KPI performance management system with strategy as the guide, to play the greatest degree its important role in the performance management system of X in electric power enterprise. To the job description as the basis, the establishment of KPI performance management system in all aspects, through the organization structure, the enthusiasm of the salary reform of training, staff motivation, improve their professional ability and work efficiency.
