This paper reviews the development of the Balanced Scorecard theory , basic routing, and the utilization situation in the global field, and has taken much research on the Chinese correspondence manufacturing industry star enterprise HY Corporation about them success implementation process in Balanced Scorecard theory. According to the above analysis result, this paper proposes the strategy and the effective step to the Chinese enterprise on Balanced Scorecard theory. The paper divides three parts: The first part is about the basic theory (including first chapter and second chapter). This part points out the importance in selecting topic and some related domestic and foreign research results, and introduces the Balanced Scorecard theory's basic concept and the design steps; The second part concentrates on the case analysis and demonstration research (including third chapter and fourth chapter). This part mainly summarizes the Balanced Scorecard theory's utilization in the overseas situation, the implementation difficulty, and error analysis about the Chinese enterprise in the Balanced Scorecard theory utilization process. Then taking Chinese correspondence manufacturing industry star enterprise HY Corporation as an example, explaining how this company considers Balanced Scorecard theory as one kind of strategic management tools, and how to successfully apply Balanced Scorecard theory. The third part is about the conclusion and the forecast (including fifth chapter). According to the HY Corporation's success case, at last this paper gives some suggestion to the Chinese enterprise in how to success implementation Balanced Scorecard and points out the questions which the Balanced Scorecard should pay attention to. Through the reviews, summarizes and analyzes of the HY Corporation's implement process in the Balanced Scorecard, illustrates how HY Corporation carries on the strategic management using the Balanced Scorecard theory in the management transformation process. Considering the case of the enterprise organization hugeness, the structure complexity and multitudinous staff, and enterprise prospect, the mission and the strategy obtains, it is important in applying Balanced Scorecard theory to the Chinese enterprise. This paper should carry out its instruction function. The paper mainly adopts the method of the case analysis, qualitative and the quantitative analysis and the combining theory with practice, and discusses how to apply Balanced Scorecard theory to the Chinese enterprise's strategic practice. This paper is provided with certain pertinences and the instruction functions in the theory application and the concrete implementation aspect.
