Urban function has experienced the change from commodity, military, industry,advanced service, economic management functions to innovation functions, inknowledge economy age. This paper has elaborated the definition, characteristics,evolution, reasons, the method to measuring urban innovation function, thinks thaturban innovation function tends to pass through three stages: the industrial innovation,the information service and science&technology innovation, comprehensiveinnovation. The expression of urban innovation function bases on a lot of innovationresources and connection that urban can provide. Government, enterprise,environment, the productivity play an important role.In the ancient Beijing has experienced the three stages of development militaryfunction, politics and economy function, politics, economy, culture multiple functions.In modern times, Beijing has experienced the three stages of development: theweakening multiple functions, the development of culture-politics-economy multiplefunction, the weakening of economy functions,the strengthen of service managementfunction. Under the contemporary background of knowledge economy, Beijing hasentered the innovation stage of urban development, industry innovation function,traffic-information service and science-education-culture-health innovation function isthe most prominent, finance-real estate innovation, the authority organizationsmanagement innovation functions has good growth trend. The performance of theevolution of Beijing innovation functions are: industry innovation ability on a firmfooting; science-technology service innovation status is prominent; the cultureinnovation grows rapidly. Beijing innovation function thanks to the development ofproductive forces, the Promoting of the government innovation policy, the excellentsocial and cultural environment in innovation.This paper has selected cases of Tianjin, Shanghai, Guangzhou, Shenzhen andBeijing, which are innovation activity and makes a comprehensive analysis of Beijinginnovation function. The amount of Papers published and patent awarded is used tomeasure the scale, structure, strength and performance of the urban innovationfunction, measure innovation functions of Beijing city. No matter how to measure,Beijing innovation function is the national first place; Beijing traffic-information,science-education-culture-health innovation function is higher in structure andintensity; business, the comprehensive innovation efficiency is high in finance-real estate, science-education-culture-health innovation functions.Based on the analysis of innovative function index urban Innovation abilityspatial difference,the result display that: Haidian, urban innovation capability is thefirst, Chaoyang is second; five districts of Dongcheng, Xicheng Changping, Fengtai,Daxing are lower than the average level; Beijing urban innovation activity is low;Tongzhou, Shijingshan, Shunyi, Fangshan, Huairou, Miyun, Pinggu, Mentougou andYanqing innovation capability are the lowest. Among different departments urbaninnovation capability have a large gap, urban innovation are mainly focused onscientific research, technical services and geological prospecting, education, industry,information transmission, computer services and software industry; culture, sports andentertainment, finance, agriculture, and public facilities management and otherindustries are a few. In the sections of the innovation, research institutions, industrialenterprises, universities and non-industrial enterprises have higher urban innovationcapability.The higher innovation capability is mainly reflected the number of patentsand businesses investment in industrial innovation capability of enterprises; researchinstitutes and institutions have higher innovation capability owing to the paperspublished and government investment.Beijing on knowledge and technological innovation in the city or provincial levelcomparisons are obvious advantages. Using papers and patents to measure innovationin various industries find that the location quotient is generally higher than the formerusing patents to measure innovation functions. Despite the different measure, Beijinginnovative functions has the absolute advantages in the transportation, storage andpostal services, information transmission, computer services and software industry,financial services, scientific research, technical services and geological prospecting,culture, sports and entertainment industries across the country.
