Overall coordination development between urban and rural areas is the need of the development of economic and social transformation, is the inevitable choice to solve the problem of agriculture, rural areas and farmers, is the necessary requirement of regional comprehensive coordinated development. The coordinated development of urban and rural areas is conducive to the optimal allocation of resources between urban and rural areas, improve the efficiency of economic operation, maintain the stable, healthy and coordinated development of society, and accelerate the process of the construction of well-off society and socialist modernization."Twelfth five-year" period is the opportunity of the overall acceleration of Jiangsu province economic and social development, the all-round construction of well-off society, a new era for the coordinated development between urban and rural areas of Jiangsu province. How to narrow the gap between urban and rural areas, better and faster implementation of overall coordination development between urban and rural areas, is the problem to be solved in the process of promoting the coordinated development of economy and society in Jiangsu. The purpose of this study is analysis of the dynamic change trend of overall planning for urban-rural development of Jiangsu province and southern Jiangsu, middle and north Jiangsu, find out the influencing factors of urban and rural development as a whole, clear ideas and paths on urban and rural harmonious development of Jiangsu province, put forward reasonable suggestions for urban and rural development as a whole of Jiangsu province, to narrow the gap of regional and urban-rural areas, promote the overall coordination development between urban and rural areas, finally realize the integration of urban and rural areas.In this paper, through constructing the evaluation index system of urban-rural development, using multiple index comprehensive evaluation method to calculate the value of Jiangsu and three regions of Jiangsu province during1990-2010, evaluate the development of urban and rural areas of Jiangsu province as a whole, the result shows that urban and rural relationship of Jiangsu province and three regional improve year by year for, the level of overall coordination development between urban and rural areas increase year by year. Using the grey correlation method to analyze the influencing factors of overall coordination development between urban and rural areas of Jiangsu province and three regional, The results show that economic factor is the main influencing factor, social factor is the second influencing factor, space factor is the third influencing factor. For three regions of Jiangsu province, the economic factor is the main influencing factor, the second influencing factor of southern Jiangsu region is social factor, the third influencing factor is the space factor. The second influencing factor of Middle area is the space factor, the third influencing factor is social factor. The second influencing factor is social factor in north Jiangsu, the third influencing factor is the space factor.In order to achieve the goal of overall coordination development between urban and rural areas in Jiangsu province, putting forward the following measures: exert the functions of the government, create balance urban and rural environment, make the plan of urban and rural overall development, push the institutional innovation and policy adjustment, optimize the urban space layout. Improve the level of rural public service, speed up the rural infrastructure construction, promote the development of social undertakings, build new socialist countryside. Cultivate new advantage of the three regional developments and promote the regional comprehensive development, give full play to the advantages of three regions together, promote regional coordinated development.
