Evaluation And Strategy Research On County-level Urban-Rural Integration Development In Jiangsu Province

Under the dual background of the new urbanization and the implementation of the rural revitalization strategy,it is a key proposition of geography to explore how to construct a good and healthy relationship between urban and rural areas and to promote the integration of urban and rural areas.For a long time,the GDP-oriented development model has led to the continuous expansion of the gap between urban and rural areas in China,and many problems caused by the imbalance between urban and rural development have also become more prominent.The unbalanced development of urban and rural areas and the insufficient development of rural areas have become the main contradiction that hinders the further development of our society.Therefore,it is of great theoretical and practical significance to explore the way of urban-rural integration development and to evaluate and analyze its evolution process and present situation.The research idea of this paper is to systematically comb the basic theory and model of urban-rural integration development both at home and abroad,and on the basis of fully drawing on the experience of western developed countries on urban-rural integration development,This paper analyzes and defines the concept of urban-rural integration development in China,and tries to construct a scientific evaluation index system to measure and analyze the evolution process of urban-rural integration development of county units in Jiangsu Province.The evaluation index system is composed of 15 basic indexes,which are the overall development level of urban and rural areas,the level of equivalence between urban and rural areas and the narrowing level of urban-rural gap.In this paper,four years,2000,2005,2010 and 2015,are studied.Time node,using GIS spatial expression and statistical method to carry on quantitative analysis and spatial visualization to the distribution and evolution of urban-rural amalgamation development in Jiangsu Province,and summarize the spatial-temporal regularity and influencing factors of its evolution.And then put forward targeted strategies and suggestions.The main conclusions are as follows:(1)Urban-rural integration is a state of urban-rural relations in a relatively high stage of regional economic and social development.It is not only a goal,but also a constant improvement of the overall level of regional development,and the equalization of the lives of urban and rural residents.In the process of narrowing the gap between urban and rural areas,the ultimate goal is to realize the "different but equivalent" life of urban and rural residents.(2)Overall,from 2000 to 2015,the urban-rural integration development of Jiangsu Province has increased,and the gap between the three regions is narrowing.According to the value of the urban-rural integration development index,the types of urban-rural integration development in Jiangsu Province are divided into four types:high integration type,higher integration type,medium integration type and low degree integration type.The number ratio of these types has changed from 6,8,13,14 in 2000 to 8,14,12,7 in 2015.The high fusion type and the low degree fusion type are concentrated in the south of Jiangsu and the north of Jiangsu respectively,the higher fusion type is in the south of Jiangsu,the middle of Jiangsu and the north of Jiangsu are all distributed,and the moderate fusion type is also distributed in the south of Jiangsu and the north of Jiangsu,respectively.North and Central Jiangsu.The development type of urban-rural integration in each county(city)is not a one-way irreversible linear transformation,but presents a fluctuating succession state,but the general trend is to change from a lower development type to a higher level.The growth rate of urban-rural integration in North and Central Jiangsu is significantly higher than that in Southern Jiangsu,which indicates that although there is a gap in the development of urban-rural integration among the three major regions in the province,some counties(cities)in North and Central Jiangsu have shown a catch-up trend.(3)The economic,social factors and infrastructure construction factors of the level of urban and rural integration have always been the main factors influencing the integration of urban and rural areas.According to the results of multivariate linear regression analysis,the coefficient of urban and rural overall development level ranked the first in the past years,which is the criterion layer which has the greatest influence on the development of urban and rural integration,but this dominant position is decreasing.There is a trend to be replaced by the equivalent level of urban and rural areas.According to the four types of urban-rural integration development areas,the relevant strategies and suggestions are put forward.The main deficiency of the low-degree integration region is that the overall development level of the urban and rural areas is relatively low,so it is necessary to give full play to the policy advantages and actively introduce relevant industries to enhance the regional economic strength;In the area of moderate integration,it is necessary to integrate the dominant ecological resources in the region and implement the ecological subsidy to the rural areas,and the overall level of development of the higher integrated regions is already high,and the deficiency of the rural human settlements and public services should be made up quickly.The key problem of highly integrated regions is the contradiction between the highly concentrated population and the progress of resources in cities,which should be based on maintaining the advantages of economic development.We will further reduce the gap between urban and rural areas,bring the vast number of rural areas and agricultural products into the "Internet" system,and build intelligent urban and rural areas.
