Research On Social Endowment Insurance System For Urban And Rural Areas

As one of the service-oriented government to provide public services, the urban and rural social endowment insurance is an important part of social security system in China, getting more and more academia, industry and social public to pay close attention to. However, affected by the "dual society" for a long time, the old-age insurance system determine the identity classification and membership criteria has multiple, urban and rural, regional, employment and so became the object of different policy identity standards, which resulted in the endowment insurance system of fragmentation. With the accelerated pace of urbanization, the mobility of staff become the norm, form a sharp contradiction between power flow, long-term existence and flow endowment insurance system fragmentation difference and integration of urban and rural areas. In order to enhance the fairness, adapt to the liquidity and ensure sustainable mobility, as the focus, the establishment of covering both urban and rural residents endowment security become challenging reality problem. Therefore, this paper aims to the research in urban and rural endowment insurance system in Yang zhou city, combined with the specific organization of social insurance to improve the urban and rural social old-age insurance system is discussed, trying to provide some reference for the reform of social security system.Following the "proposed the question, analysis, countermeasures of logical thinking, first established by the public goods theory, social equity theory and the urban-rural integration theory of urban and rural social old-age insurance system is analyzed. Finally, according to the urban and rural social endowment insurance development present situation, main problems of the research, to improve the urban and rural social endowment insurance system should be put forward to further enhance the system level and management level of the top design, the optimization of urban and rural endowment insurance system operation of the supporting measures, strengthen urban an d rural endowment insurance fund sustainable development ability, establish socialization, multiple level endowment insurance system, narrow between different groups of the social security treatment gap and promoting urban and rural endowment insurance management information construction countermeasures.
