The Study On The Coordination Of Urban And Rural Social Endowment Insurance System Of Shandong Province

As an important component of the whole social security system, social endowment insurance system plays a pivotal role for the economic and social development and people's living standard. At present, Shandong Province's urban and rural social endowment insurance systems are separated. There are many problems for the urban social endowment insurance system, and the rural social endowment insurance has not been fundamentally resolved. This makes the Shandong Province's urban and rural social endowment insurance system is difficult to coordinately develop. Therefore, it is particularly important for the co-ordination of urban and rural social endowment insurance system.Firstly, this paper uses the theoretical basis of the co-ordination of the urban and rural social endowment insurance system for starting and analyzes the property, the fairness and the co-ordination of the social endowment insurance system, on the base of public goods theory, justice theory and urban and rural development theory. Then researches the content and status quo of Shandong Province's urban endowment insurance system and rural endowment insurance system and gets that there are many differences for them on social environment, protection mode, sources of funding and other respect. These differences can cause unfair and can impede urbanization. After selecting the foreign representative of developed and developing countries to analyze there social endowment insurance systems and get useful message for the co-ordination of Shandong Province's urban endowment insurance system and rural endowment insurance system. Finally, the author follows the discussions of the above sections and proposes the basic principles such as social justice, urban and rural coordination, local conditions and so on. Then propose the basic steps for the co-ordination of Shandong Province's urban endowment insurance system and rural endowment insurance system. Then put forward some policy recommendations for all stages of the process such as removing institutional barriers, piloting first, clearing government responsibilities and so on.
