The minimum wage system is an effective method of the government’s intervention in thelabor market. It is a vital social security system which protecting the worker’s lawful rights. Theminimum wage system was created in the end of19C and then got extensive attention andapplication after a long period of development. The U.S. is a typical country which applyingthis system. Their theoretical research and implementation is representative in the world. InChina, the acknowledgement of minimum wage system is comparatively late and theimplementation situation is less than satisfactory. Therefore, it is of great reference for theimprovement of our minimum wage system in theory, legislation and implementation.Based on the theory of survival wage, wage-fund theory and Marx’s wage determinism,this thesis introduces the developing history of the minimum wage system in U.S. and China.And then it comparatively studies the implementation effects. Facing the existing problems inour system and learning from the U.S., it puts forward the policy advices by the means ofimproving the legislation construction, integrating the minimum wage standards, confirming theresponsibilities of the executive bodies and the supervisor.
