The Research On New Rural Social Endowment Insurance System Of Local Government Financial Subsidies

The New Rural Social Endowment Insurance system is a significant innovation in our country’s rural social security business. It is also an important part of establishing the national unified new rural old-age insurance system using Chinese characteristics. It was not only created for the farmers in China’s personal interests, but also embodies the scientific development perspective of rural construction and motivates the harmonious development in urban and rural areas as well.From China’s rural old-age insurance system development and the rural old-age insurance system development experience, the government subsidies are indispensable in the New Rural Social Endowment Insurance system. However, the State Council issued the" development of new rural social old-age insurance pilot guidance". The central government should take financial subsidies content specified in more detail, but the local government in the new agricultural insurance system should take in the financial subsidies in thousands of different ways, it brought upon certain difficulties to implement the new rural insurance subsidy system smoothly and unsatisfactory for its long-term development.This paper is based on the thinking of the problem to research a new rural social endowment insurance system of local government financial subsidies.This paper starts from talking about the mode of new local government finance subsidy through collecting, summarizing and analyzing the specific policy and amount of money for research on the new local government financial subsidies. Secondly, this paper will compare and analyze data between the central financial subsidies and local financial subsidies. This will allow us to find out an important position of local finance subsidies in the whole new rural social endowment insurance system. Thirdly, to discuss the development and experiences in some typical foreign countries and reference their experiences and lessons. Finally, the author puts forward initial conceptions and preliminary ideas for the following topics, including, the local government finance allowance pattern options, the establishment of the financial budget system, the subsidies proportion in all different local government levels and how to build and market policies effectively.
