Three agricultural subsidies refer to high-quality seed subsidy, direct subsidies to grain farmers and general subsidies for agricultural production supplies, hereinafter referred to as agricultural “Sanbu Policy”. It has been executed since 2004 in our country and tried to promote the grain production, the farmers’ income as well as the agricultural and rural development. Henan province is one of the major agricultural provinces, the core area of agricultural production as well as China’s most important grain production and modern agriculture base. This policy has been carried out for several years. How the performance is and how to optimize are worth investigation and research.Henan province is the object of the empirical analyzing in this thesis. Based on the fundamental theories of financial support in agriculture, adjustment policy of agricultural structure and development of agricultural economy, this thesis uses several research methods, such as survey Research Method, Literature research and data retrieval method, Comparative Analysis Method. On the basis of extensive investigation and first-hand data, this thesis describes the current situation of three agricultural subsidies and evaluates its performance. And several problems and their causes have been found. Then the thesis summarizes the experiences used to optimize the policy home and abroad. At last, some suggestions have been brought to improve the Three agricultural subsidies refer policy.Innovations: comprehensive empirical Analysis on Implementation of Three agricultural subsidies in Henan province; Explorations on the causes and solutions to the problems of the new policy.
