International Engineering Projects always have the characteristics of long construction period, large construction scale, too much investment, complex project implementation environment, communication barriers among people, uncertainties, more risk factors and difficulties in project management, and so on. These characteristics result in high risks in international engineering projects. But profits can be seen as the compensation for risks. Therefore, international engineering projects can bring the contractors with higher profits. For China’s construction enterprises, the international engineering market is an attractive market. Currently, most China’s international engineering contractors have the problems of weak awareness of risk management, incomprehensive risk identification, imperfect risk evaluation mechanism and other problems, which result in frequent accidents in the implementation process and huge economic losses. This also gives rise to the situation that most international contractors win low profit in the market, and even some enterprises bankruptcy as the risk occurred in the process. All of these seriously affected the development of China’s international engineering enterprises.This dissertation argues that we should focus on the prevention of risks. How to build a comprehensive, scientific and rigorous risk early-warning system to deal with the risks in international engineering projects is crucial to China’s international engineering enterprises, and this is the main research content of the dissertation.This paper takes the risk management of international engineering projects as the research object and it intends to establish a risk early-warning management mechanism to effectively prevent the risk accidents in international engineering projects. So the international engineering enterprises can reduce the risks they may face when going into the international construction market. Firstly, combined with the characteristics of international engineering projects, this dissertation studies the basic principles of risk early-warning management mechanism and explores the composition and operation mechanism of risk early-warning management in international engineering projects. Secondly, it analyzes the mechanism respectively from the aspects of risk identification, risk early-warning and risk control, and builds risk early-warning management mechanism in international engineering projects. Finally, taking the SUKALA.SA project in Republique du Mali belonging to the author’s unit for example, it put the mechanism into practice and analyzes the operation process. In the end, this dissertation puts forward some measures and methods to reduce the risks in international engineering projects.This study can help people enrich and perfect the existing risk early-warning management theory in international engineering projects, which can improve the risk awareness and risk management capabilities of China’s international engineering enterprises. Thereby this will enhance our international engineering enterprise’s profitability and competitiveness in international markets. All in all, this study has important theoretical and practical significance.
