Research And Application Of Risks Alert Management Mechanism In International Construction Projects

Risk warning is a management means that premised on take preventive measures.The key point is that take effective measures to achieve the prevention and control before and after risk so as to reduce the risk or the loss. But in the current situation,although there is an awareness of the importance of risk management before the construction of many international engineering projects, and start to strengthen risk prevention and control management, but as facing the fast changing of international market and the political situation, how to complete the analysis of risk factors from various aspects, so as to ensure that the enterprise can put forward corresponding strategies is still the focus of the study, it is necessary to establish a systematic,comprehensive and scientific risk early warning mechanism.On the basis of the review of the research of international engineering project risk management and the analysis of the research results, make a conclusion to the problems.Complete the study of international project risk management and risk warning in the case of Mali New Carla Sugar Factory project. The study contents are as following:Firstly, clear three warning management mechanism model of risk identification,warning and precontrol and put forward operation method according to the environment and construction characteristics of the international engineering project.Secondly, establish risk early warning management mechanism analysis model from three aspects which are risk warning interval and index, risk management evaluate model and risk precontrol connecting with the principle of risk early warning management mechanism.Thirdly, make the Mali New Carla Sugar Factory project as an example,summarize and analyze the risk warning index system, establish Mali New Carla Sugar Factory project risk identification system, as to establish the judgment matrix of each risk index, calculate project risk index level with fuzzy mathematical method, get the risk level of the project.Finally, analyze the measures to the technical risk and policy risk in the project according to the each calculated risk index level of Mali New Carla Sugar Factoryproject, verify the practical application result of risk warning management mechanism,improve risk identification ability to prevent and control the policy risk, economic risk,legal risk, society and culture risk, natural risk, technical risk, management risk and commercial risk that may be occurred in the international engineering project.
