Since the1990s, China’s economy has been the rapid development of the market economy has become fierce.Communications companies has also become the focus of global attention. In the new economic development prospects, the communication of the original enterprise management system, the business model is no longer applicable, communications enterprises are facing management reform and innovation. Optimize performance appraisal system has become the core issue of enterprise reform, and has been gradually highlighting the important role of performance appraisal. Establish a sound performance appraisal system has been an urgent task communications companies, related to the company’s development prospects. In this paper, how to create a performance appraisal system had a profound exposition.This article describes the introduction of performance appraisal research background, significance and abroad on performance appraisal research status; performance management section describes the performance evaluation of the relevant theory and performance evaluation of several important ways:Management by objectives, key performance indicators, balanced scorecard, economic value added, performance appraisal prism and360°feedback method; focusing on domestic communication enterprise performance management highlighted the problems to analyze, build communication corporate strategy performance evaluation model, and use the model to AA communications company performance appraisal system to be optimized.In this paper, EVA Integrated Performance Prism five dimensions to build strategic management framework, to build a business in pursuit of EVA as a strategic goal to maximize performance-based prism five dimensions of a multi-level strategic objectives strategic performance evaluation system to improve communication enterprises systematic performance evaluation strategy, hierarchy, scientific and feasible. In the performance appraisal system design pattern selection breakthrough single mode,360°assessment feedback method and key performance indicators evaluated using a combination of angles; performance evaluation method of choice from a single mode to combine a variety of methods, give full consideration to the application of assessment methods sex, examination results are applied to different levels of staff focus fusion, performance evaluation results can be improved, has a certain practical reference value.
