In the 21st century, the market is more competitive, the external environment is unpredictable. For company, the best way to adapt to the ever-changing market is to improve its operating performance.Because of the influence of the current business environment, stick to the principle of stakeholder value-oriented is very important, The performance evaluation system based on the performance of prism oriented enables Enterprise interest in stakeholders deeply from a macro perspective and improve corporate strategy formulation and implementation. Therefore, the focus of this study is to evaluate the performance of a branch of A telecommunication operator using this new approach.In China, the telecommunications industry in the business sector has its own characteristics. In this paper, based on the unique characteristics of the enterprise, get the data using the methods like ground talking to the survey and scoring etc. And through no gang quantification methods for data analysis to assess and evaluate the performance,which forms a new mechanism of pressure transfer layers, targets at different levels, levels of responsibility, layers of excitation energy, performance appraisal layers.The first chapter introduces the research background, significance and research ideas and methods as well as the concepts and theory relating to the paper. Next, introduce the basic situation and the current performance evaluation system of a branch of A telecommunication operator and analysis the advantages and disadvantages of this system.Then, the paper introduces a new evaluation system based on the prism of the basic principles and ideas.Finally draw conclusions and further development.
