The increasing request of protecting our environment and the increasing reformation of power market, the renewable energy attracts our a lot of attention recently. As one of the main renewable energy, the wind power is getting more and more use and the proportional of wind power in the grid is increasing rapidly. The wind power investments are restricted in huge investment cost and the electric energy productivity are subject to the nature environment, its marginal cost is higher than the thermal marginal cost and hydroelectric marginal cost. This dissertation research the wind power price—green electricity price formulation system to promote the wind power’s quickly development.Based on the previous wind power research, we do not rigidly adhere to the conventional wind power market model research. We estimates and display the wind power cost estimation and environmental cost to the public of wind power expensive and thermal power of low-cost reasons. Then the public awareness of renewable energy will have a more clear understanding. Comparing the theoretical and the actual electricity price of the Shandong Grid, we will talk about our current electricity market environment, the development of wind power and provide some suggestions at last.(1) summarizes the development status of green power at home and abroad, the foreign power for renewable energy research has been a lot of achievements, while domestic green energy development has just begun.(2) Through the research of the wind power characteristics in wind power farm and on the basis of generating capacity of wind power, we have the wind power cost calculation. The cost of wind power electricity will obtained. Calculated mainly include investment in wind power construction costs, operation and maintenance costs, finance costs, opportunity costs. We obtain a total cost of environment cost about0.726¥/KWh. (3) We calculate the cost of the environment and mainly study the environmental cost calculation method, using the direct cost of environmental costs for simple calculations. The utility theory of economics is used to calculate the environmental cost. Environmental cost is about0.399Yuan/KWh.(4) Base on the cost of wind energy estimation and environmental cost estimation, we compare the renewable energy electricity cost(wind power, photovoltaic) and the traditional energy electricity cost(thermal electricity and hydroelectric). Then we put reasonable proposals to promote the development of the green electricity under the current economic environment.
