Wind energy,as one kind of clean and sustainable energy,is exempted from the risks of fuel price and environmental costs such as carbon emissions.China is extraordinarily abundant in wind energy reserves and has the tremendous exploitation potentiality.A series of documents to adjust and reduce the feed-in tariff affiliated to the new energy project recently issued by the National Development and Reform Commission is a symbol that the country is on the way to dwindle the price supports for the wind power projects,thus narrowing its gap with the coal-fired benchmarking price and guiding the gradual execution of grid parity in the wind power industry.And problems in the wind power projects,such as high initial investment cost,inadequate repair and maintenance,peak-shaving incapability of power grid system have staggered the economic benefits of enterprises in some extents.In the context of new economies,the enterprises committed to new energy are probing into the key ingredients affecting the cost of wind power projects and taking effective cost-control measures to reduce the cost of electricity,which is of crucial importance to the flourishing wind power industry.Based on theories related to cost management,the paper summarizes associated elements influencing the kilowatt-hour costs of wind power project via multi-case study and expert investigation method,of which the elements technologically,economically and socially serve as the primary indicators.And the secondary indexes are comprised of bidding management level,power grid absorption capacity,wind power resources,construction organization plan,construction costs,operational capabilities,capital costs,materials and labor prices,regional economic indicators,national policy on wind power projects,contract risk and local regulation.Analytic hierarchy process is then used for analyzing the effect degrees of all influencing factors.It has turned out that it is mainly affected by wind power resources,construction costs,contract risks,bidding management level and operational capabilities.And based on the main factors,measures taken for cost control are ultimately laid down and both practicability and availability of the study are further elaborated by combining the case validation.
