Study On Multi-attirbute Decision-making Research Of PPP (Public-Private Partnerships) Mode Selection

PPP (Public-Private Partnerships)is project the public make cooperation with private. It is referred to apublic-private partnership project that borrowed from the United Kingdom, Canada and other developedcountries. Currently it has been a very wide range of applications in the international. From the currentdomestic situation, PPP projects focused on the BOT, BT, TOT and BOO model, but due to the lack ofin-depth understanding of the operational characteristics of the specific mode, PPP mode selection relymainly on experience and subjective judgments, while international on other available reference model hasnot been applied, which greatly limits the public project development space, resulting in the actualimplementation of the project results are unsatisfactory.In this context, the purpose of this study is to draw on advanced international experience and analysisof typical cases at home and abroad, in-depth analysis of each mode of PPP projects different performancecharacteristics and applicable conditions, combined with domestic infrastructure and utilities developmentstatus and future requirements the PPP projects comply with Chinese characteristics, and explore optionalmode of collection to clarify the mode selection of optional two-stage multi-attribute decision model, thepath of the government building public projects to expand and promote the healthy and sustainabledevelopment of the PPP projects in China.In this paper, on the basis of the review of the research situation, the first multiple case study method,come to the critical success factors that affect the PPP mode, the relationship between the scope ofapplication of the PPP model as well as in different periods, different regions, different modes; Secondderived factors affect PPP mode selection table with literature, expert investigation method, calculatingfactor weights; Finally, the establishment of a two-stage multi-attribute decision model to select qualifiedPPP three modes, verify the feasibility and case simulation.On the above study the PPP mode selection of two-stage decision-making model, the first stageelected by property values to calculate the two modes suitable secondary mode of the second stage by thefactors of risk and quantitative measurement qualified three modes and Crystal Ball case analog.
