For realizing the development-mode-transformation of the national grid and The State Grid Corporation(SG), SG. put forward the "three concentrations and five systems" strategy. The so-called" three concentrations and five systems", refers to the electric power supply company innovating its production and management mode,implementating concerntrating-management of the human resources, financial assets, goods and materials (the three concentrations), and being engaged in production operations according to the planning, construction, operation, maintenance, marketing (The Five Systems) integration. The Five Systems is the five business categories, it can also be likened to a process:namely Planning as the general programme, with the Construction fulfil Planning, the project put into operation by the Operation receiving, operation equipment defects by Maintenance processing, Marketing the user implementation of power supply services in the end.As a power supply company, Neijiang Electric Power Bureau directly is responsible for power trasmission, substation, power dispatching, distribution, and power saling, and it is a SG the decision-making executive. As the executive of The Five Systems construction, how to construct organization under the The Five Systems framework, to improve the safety in production and service quality, is the key to the reform success related to Neijiang Electric Power Bureau constucting The Five Systems.The purpose and significance of the study are mainly the following three points:1. To construct Neijiang Electric Power Bureau’s organization undertaking The Five Systems. The Five Systems of each module are analyzed, reconstruct organization according to the five major business classification, establish and optimize the organization adaptating the actual needs of contstucting The Five Systems, strengthen the ability of management control and coordination, realize the specialization operation.2.To divide the Neijiang Electric Power Bureau’s organization duty interface to undertake The Five Systems.
