State-owned enterprises in China play an important role in national economy and people’s lives. State-owned enterprises are "visible hand" of the government to regulate the economy. State-owned enterprises have dual characteristics of public and business, and most state-owned enterprises emphasize on public property. Performance management in state-owned enterprises is not only to effectively manage the staff, but also to better reflect the government’s intention and achieve business goals.This article focuses on how to improve performance management system of Chengdu H Investment Co; LTD, which is based on the research of the actual situation of this enterprise. This article systematically identifies, analyzes and solves performance management problems by use of theory of human resources management, performance evaluation and statistical analysis, and other methods. Meanwhile, According to the enterprise’s strategic planning and the development trend of the industry, this article researches on principles and methods of performance management, and proposes a series of a series of improvement programs about how to establish a performance plan and performance indicators, control the management process, feedback and apply the results of performance management, which is based on the target management,360degree evaluation, KPI performance assessment methods, and so on.
