In recent years,China has attached great importance to the development of small or medium-sized high-tech enterprises.No matter for improving the overall innovation ability or the development national economics,the survival and development of small and medium-sized high-tech enterprises have a great impact on the high-tech manufacturing industry and even effect the national scientific and technological progress and development.In addition,small and medium-sized enterprises account for the vast majority of high-tech enterprises in China.Therefore,the performance development of such enterprises is directly related to the prospect of industry development and market investment attitude.If technology-based enterprises want to continuously increase their financial benefits and expand their influence.In addition to the promotion of core research and development technologies,the way of performance management and the degree of improvement of performance assessment have a great impact on the achievement of corporate strategic goals.Because the personnel structure of high-tech enterprises is more complex than the other,A high-tech company not only have manufacturing workers,comprehensive administrative personnel,sales personnel,but also have R&D Engineers,laboratory personnel and so on.Therefore,an impeccable performance management system,as for as high-tech enterprises with diversified positions,will become the main factor affecting the improvement of corporate performance.HS high-tech company is such a typical high-tech small enterprises.The company has a complete business chain from research and development to production,sales and after-sales services.It also has its own performance assessment indicators and evaluation standards after nearly ten years of development.However,with the gradual development of the company,It gradually feels that the original unreasonable performance management model can no longer meet the company's demand for a complete system and management system,after all it starts to become an industry leader.The weak foundation of performance management has caused a series of problems and deficiencies.In the era of the development of the high-tech enterprises emerging,this article selects the HS company as a case study object,through the research of company's current performance management situation,combined with the enterprise survey data and the theory of performance management related professional knowledge,find out the contradictions and problems,and used for the HS company performance management system systematic adjustment and correction.At the same time I hope the article is able to form a value of reference for the same kind enterprises to improve their management of performance.Further more,promoting the development of the performance of the whole industry.In this paper,the main research conclusions include the following:First,Based on HS company current performance management situation,work principle and thoughts,the performance values,combined with professional theory,this paper analyzed the defects in the performance of the company and the performance management system defects,and find out the reason of these problems,by such analysis can make the same type enterprises for reference and then summed up common performance management problems in the industry.Second,Redesigned a set of complete performance management system for HS company.It makes up for the lack of importance in performance management,and proposed a dynamic performance feedback mechanism.Making the operation of this system has been in a state of timely feedback and constantly improvement.Thirdly,This paper based on the four dimensions of balanced score card performance evaluation concept,combined with the enterprise development vision and mission,concluding the development to the present stage of company strategic target map,comprehensive strategic target decomposition,layer by layer.For the first time the HS company complete system of performance indicators,including the corporate level,departmental and individual indicators has been built up.Fourth,It provides a more diversified and institutionalized scheme for the application of HS performance.Especially for the "learning and growth" part of the four dimensions of BSC,it proposes to establish a training system based on the application of performance results.Make the application of performance results to lead the feedback mechanism and stimulating the continuous upgrading of performance plan and performance guidance,so as to promote the positive operation of the whole system and overall performance growth.An reasonable performance management system that adapts to the development needs of the company is of vital importance to the improvement of the overall benefit of the enterprise.Based on facts and data,this paper uses theoretical knowledge to construct a complete performance management system for HS company,so as to better support the implementation of the talent strategic plan of HS company.
