High way service areas are an important appurtenance of high ways, which ensure the traffic safety and transportation efficiency of the highway, as well as alleviating the fatigues of the drivers. As Highways are important public goods, the highway-service areas are therefore public goods as well. To serve the drivers and passengers heart and soul, the highway service areas should properly function by returning to its attribute as public goods.At the beginning, this study conducts survey on the situations of highway service areas in Guizhou province, from two perspectives of its business and supervision situations, probing into the details of basic service situation and problems in the service areas, as well as summarizing the influences of related law and other regulations. In addition to that, this paper also tries to find out the supervision situation of the service areas.This paper has made in-depth analysis on the substantial problems related to the highway service areas in Guizhou province, revealing that many problems occurring in the service areas are results of irrational designs which contravene the market laws, low running efficiency and the insufficiency in executive administration and supervision. This paper then analyzed the possible business planning of the high way service areas.At the end of the paper, the author put forward some suggestions that may improve the service quality of highway service areas, for example,1st, factors such as economic conditions, traffic situations, tourist resources should be taken into consideration when choosing a site of a service area;2nd when making plans, we should consider not only the functions of the service areas but also their future developments; last but not least, we should better cooperate with supervising agencies, issuing related law and regulation as soon as possible. In general, the optimization of highway service areas and the improvement of their functions not only facilitate drivers and passengers, but also enhance the economic benefits harvested in the area, as well as effectively boost the economic growth of the surrounding areas.
