The Study On Investment And Financing System Of Amerian Highway Based On The Theory Of Public Goods Provision

ABSTRACT:As a public infrastructure, highway plays a decisive role on a country's economic development. Since reform and opening, China has made remarkable achievement in highway construction. At the same time, many problems have exposed. Highway investment and financing system face severe challenges. America is the world's most developed country in the road network, which has the relatively impeccable highway investment and financing system. Therefore, in this paper, based on the theory of providing public goods, through in-depth analysis of the highway economic attributes, structuring the analysis framework for investment and financing of highway; through stating the history of America highway system and the evolution process of investment and financing policy, forming comprehensive understanding of American highway investment and financing system; based on comparison of vertical and horizontal, to analyze and evaluate American highway investment and financing system with the structured analysis framework before. Paper pointed out, during the process of highway provision, only the planning and management aspects should be completed by the government, when choosing active agents in other aspects, characteristic of economic operation should be considered, combination of the government's financial resources and the degree of perfection of the market mechanism, based on the principle of efficiency to determine subjects and modes of highway investment and financing. In expectation having a certain signification for the reform of highway investment and financing system in China.
