| With the rapid economic development and improvement of the degree of internationalization over the past30years, China has made remarkable achievements. With the integration of the world economy and accession to the WTO, we have to be more active in the international industrial transfer and participating in international competition. International industrial transfer path can be divided as follows:international investment, international trade and contract production path. After entering the WTO, China has become the main place for international industrial transfer, which has made it a good way to promote China’s domestic industrial upgrading. It is of importance and value to analyze the effect made by the international industrial transfer to our industrial upgrading, so as to help us to make reasonable policies to better seize the opportunities in a new round of international industrial adjustment. We focuses on this topic and the research arrangements are as below:The first part is the introduction, mainly introduce the research background and significance, literature review, research methods, structural arrangement and innovation point. Through combing the research of scholar predecessors, on the one hand, find the breakthrough point of this study, on the other hand provide important reference for analysis later in this article.The second part is the study of the theoretical basis of international industrial transfer affecting the optimization of industrial structure. Mainly analyze the mechanism of action of international industrial transfer under different path affect the upgrading of industrial structure. Under the path of international investment, analyze capital supply effect and technological progress effect of foreign investment on upgrading industrial structure through growth accounting equation. Under the path of international trade, the analysis of the role of the import and export trade and import tariff policy. Under contract production path, through the analysis of processing trade’s impact on the industrial structure in manufacturing outsourcing.The third part describes the relationship of the overview of our country to undertake international industry transfer and the evolution of the industrial structure. Mainly through the historical statistics descriptive introduction the relevant characteristics of the our country to undertake international industrial transfer and influence on the development of the industrial structure in our country. China has unique’characteristics while expanding the scale of FDI upgrade China’s industrial structure through capital supply effect. Through electromechanical and high-tech products, manufactured goods, import and export data, foreign trade affects our country’s industry structure by demand function and resource allocation function. Finally through the statistical analysis of the processing trade in China since the reform and opening up the new pattern of undertaking international outsourcing.The fourth part is the empirical test part of the article on the basis of combining the above theory and correlation analysis. In this paper select the relevant variables influencing factors covering different international industrial transfer path based on time series data from1979to2011. Variable has a high degree of correlation, taking into account exports and imports into the same model is prone to multicollinearity problems, this article will exports and imports were placed in two models of the same structure. Through empirical analysis results show that very significant:Foreign capital through capital supply and technology transfer has the positive effect on our country industrial structure adjustment, while foreign technology spillover effect is negative; Foreign trade activities, whether exports or imports will promote industrial structure adjustment forward, especially industrial exports and imports of high-tech products; Under our contract production path processing trade cannot promote the upgrading of industrial structure, but have a negative effect.The last part is conclusions and suggestions. Summed up China undertake international industrial transfer as well as the problems that exist within the industrial structure in our earlier analysis, and put forward some opinions and suggestions. Continue to expand the investment scale, through policy concessions to focus on guiding foreign investment in the industry and promote the development of China’s first and tertiary industries, and play a technology spillover effect in the process of foreign capital inflows. At the same time maintaining the steady growth of foreign trade, optimize the structure of import and export commodities. Expand undertake international outsourcing in China at the same time, promote the transformation and upgrading of processing trade, reversing the situation of the negative effect of processing trade on China’s industrial structure optimization.The contribution of this paper lies in the following parts. Firstly, the paper studies the topic in an innovative way. As most of the literatures focus on only one specific factor to the industrial upgrading and few of them ever take the contract-based way into consideration, we make that breakthrough. Secondly, we use a new method. As most literatures set separated models to see the impact made by international industrial transfer to Primary industry, secondary industry and tertiary industry, we set one model by using the Weighted index of the above three industry. Thirdly, the paper uses a more representative variable set, different from the literatures before, we uses variables as foreign technology spillovers, size of the import and export of goods into research to make it more complete and accurate. Finally, the main point of this paper is two-fold:FDI and foreign trade promote industrial structure, further argued before scholars study conclusions; Foreign technology spillover effect and processing trade hindering the upgrading of industrial structure.The connotation of food crisis and agricultural trade rules are relatively wide, and the content is more deeply.
