Performance appraisal system is the important means in the process of enterprise humanresources management. To a large degree, enterprise core competitiveness is talentscompetition.U.S. steel magnate Andrew Carnegie once said, take away my employees,leaving my factory, factory will soon grow full of weeds; Take away my factories and leavemy employees, soon we’ll have a better factory.[14]This sentence fully reflects the importancethat talentsfor the survival and development of the enterprise. Scientific establishment andimplementation of the performance appraisal system is the important tool for enterprise tofind talents, cultivate talents and use talents. It is an effective means to motivate staffenthusiasm and initiative. Forthermore, it may also become the important way to help staff toimprove their value, increase their feelings of existence and sense of worth, to make theachievement of career development.[2]In our country,there are less than twenty years since our highway development fromnothing to traffic mileage achieved to the second position in the world, it is due to a goodstart along with rapid development. And operation management of the expressway tollcollection based on administrative management pattern, therefore, it also exists the situationof experience is given priority to, egalitarianism. Thus, there is a certain distance away fromthe modern enterprise management, and it cannot meet the needs of the development ofhighway management in the future. However, the tollbooths is the window which connectedto the whole society, is the most important basic unit to guarantee the source of fund forhighway operations. Therefore, the tollbooths need standard management, high qualityservice and outstanding operations team.This paper aims to improve operational efficiency, reduce costs, enhance service quality,improve staff quality by implement scientific, comprehensive and feasible performanceappraisal and evaluation system. This paper based on the modern theory of performanceappraisal as the research platform, study the basic situation, present management andoperation, performance appraisal of Jicao highway toll-gate and make analysis andevaluation, and combining with the needs of the hierarchy theory as a foundation, followingthe fairness and operability, differentiation, and quantifies the qualitative performanceappraisal design principles, through the relevant theories of management by objectives and KPI assessment technology, designed the performance evaluation index system for collectfee team of Jicao Highway toll gate, toll administrative staff and frontline staff, and evaluatethe effect and expectation in the future.Through the design of the key performance indicators evaluation system, and strive tochange the formalization of assessment, to avoid the limitations of the assessment results ofthe status quo, to make the enterprise strategic target come true, stimulate staff workenthusiasm, the improvement of administrative execution, improve corporate performance,and make the positive role for the enterprise personnel decision, driving up higher levels ofoverall operations management.
